2.                  PUBLIC HEARING:   Request from County Fire for Fire Hazard Abatement Cost Recovery.  Confirm the accounting as modified. Order that the costs as confirmed be recorded in the office of the Tulare County Recorder.  Order that the Tulare County Auditor-Controller/Treasurer-Tax Collector place such costs on the County tax roll as special assessments against the respective parcels of land.

3.                  PUBLIC HEARING:  Request from Resource Management Agency to hold a Public Hearing recommending the adoption of the Pixley Redevelopment Plan, First Amendment.  Consider and approve the mitigation measures outlined in the Mitigation Monitoring and Reporting Program.  Recommend introduction and waiver of the first reading of the Ordinance adopting the Pixley Redevelopment Plan, First Amendment.  Recommend waiving the second reading and adopting the Ordinance of the Pixley Redevelopment Plan, First Amendment.

4.                  PUBLIC HEARING:  Request from Resource Management Agency to introduce and waive the first reading of the Ordinance adopting the Pixley Redevelopment Plan, First Amendment.  Hold the Public Hearing.  Consider and adopt the Mitigated Negative Declaration certified by the Tulare County Redevelopment Agency and the report prepared pursuant to Health and Safety Code Section 33352.  Identify and adopt the mitigation measures outlined in the Mitigation Monitoring and Reporting Program.  Waive the second reading and adopt the Ordinance of the Pixley Redevelopment Plan, First Amendment.

Auditor/Controller

5.                  Approve the extension and ratify the agreement with Integrity Systems for computer software and maintenance for the period November 11, 2004 through December 20, 2011.

Board of Supervisors

6.                  Ratify proclamation honoring Bob Felts for his outstanding community service.

Cooperative Extension

7.                  Authorize the submittal of an application to the California Department of Food and Agriculture for grant funds not to exceed $50,000 per year for the Tulare County Weed Management Area Early Detection, Eradication and Containment Projects for Fiscal Years 2007/2008 and 2008/2009.

Health & Human Services Agency

8.                  Reaffirm Declaration of State of Emergency in the Tulare County Winter Freeze 2007.

9.                  Approve the sole source purchase of a DEXIS Mobile/Forensic Digital X-Ray System for the Tulare County Coroner's Office and Forensic Odontologist in the amount of $30,975 to increase the diagnostic capabilities and provide for dental identification in the field.  Approve the necessary budget adjustments. (4/5ths vote)

10.             Authorize the submittal of a grant application to the California Endowment's Cover California's Kids Program in the amount of $358,000 to subsidize premiums for the Tulare Healthy Kids 6-18 Program.

11.             Ratify and approve an amendment to Agreement No. 19959 with Kaweah Delta Health Care District for the provision of 24-hour medically necessary acute psychiatric inpatient mental health services from Kaweah Delta Mental Health Hospital, retroactive to July 1, 2007 through 2015. Find that the Board had authority to enter into the proposed Agreement as of July 1, 2007 and that it was in the County's best interest to enter into the Agreement on that date.

12.             Ratify and approve an Agreement with California Psychiatric Transitions, Inc. in the amount of $385,000 to provide mental health rehabilitation services to Tulare County residents who are severely and persistently mentally disabled, retroactive to July 1, 2007 through June 30, 2008.  Find that the Board had authority to enter into the proposed Agreement as of July 1, 2007 and that it was in the County's best interest to enter into the Agreement on that date.

Human Resources & Development

13.             Amend the Probation Department's probationary period from 13 pay periods (6 months) to 26 pay periods (1 year) for the following classifications: Probation Division Manager, Probation Institutions Supervisor and Supervising Probation Officer.

 

 

 

 

Probation

14.             Ratify and approve an amendment to Agreement No. 21681 with Pleasant View School District and an amendment to Agreement No. 21737 with the City of Tulare to provide the services of Probation Officers for the continued operation of the Thunderbolt Delinquency Prevention Program retroactive to July 1, 2007 through June 30, 2008.  Find that the Board had authority to enter into the proposed amendments to the agreements as of July 1, 2007 and that it was in the County's best interest to enter into the agreement on that date.

Resource Management Agency

15.             Approve an amendment to Agreement No. 21285 with TAC, LLC (formerly Invensys Building Systems, Inc.) effective September 1, 2007 to terminate the Performance Guarantee aspect of the contract (Article 5).  Authorize an amendment to Agreement No. 21756 with TAC, LLC for Support Services to continue the maintenance aspects of the Agreement.

16.             Accept the grant from the California Department of Boating and Waterways for the use of a 2001 Jetcraft patrol boat to be used by Lake Patrol and the Sheriff's Department Dive Team on an as needed basis.

17.             Presentation given by Health and Human Services Agency to approve the Tulare County System Improvement Plan, which is part of Assembly Bill 636, known as California's Child Welfare System Improvement and Accountability Act of 2001 to improve outcomes for children. Authorize the Tulare County Health and Human Services Agency and Tulare County Probation Department to sign the System Improvement Plan and submit the System Improvement Plan to the California Department of Social Services.

18.             Request from Auditor-Controller to determine that the existing statutory immunities adequately protect members of the Deferred Compensation Committee and this Board, for operation of the Tulare County 457 Deferred Compensation Plan ("Plan") and decisions made by the Deferred Compensation Committee within the scope of its delegated authority from possible claims made by plan participants; or, determine that the existing statutory immunities do not adequately protect members of the Deferred Compensation Committee and this Board.  Direct the Committee to purchase fiduciary liability insurance to protect the Deferred Compensation Committee and this Board from Liability for the operation of the Plan.
