1.                  9:00 a.m. Presentation given by Probation Department to introduce the Department's new drug-detection trained canine, "Leo".

2.                  9:00 a.m. Presentation given by Fire Chief Sunderland regarding the status of Fire Department operations.

3.                  1:30 p.m. Joint Work Study Session with the Board of Supervisors and the Public Facilities Corporation to review and comment on the final draft of the Countywide Preliminary Facility Evaluations and New Civic Center Master Plan.

 Request from County Administrative Office - Capital Projects to select Civic Center site for future Civic Center expansion and consolidation.  Direct staff to continue master planning and CEQA activities as required including developing implementation strategies Countywide.

4.                  PUBLIC HEARING:   Request from County Fire Department to conduct a public hearing for Fire Hazard Abatement Cost Recovery.  Confirm the accounting as modified.  Order that the costs, as confirmed, be recorded in the office of the Tulare County Clerk-Recorder.  Order that the Tulare County Auditor-Controller/Treasurer-Tax Collector place such costs on the County Tax Roll as special assessments against the respective parcels of land.

5.                  Approve the Treasurer/Tax-Collector's Statement of Investment Policy for Fiscal Year 2007/2008.

6.                  Ratify Proclamation honoring Celebrant Singers on the occasion of their 30th Anniversary.

Health & Human Services Agency

7.                  Approve an amendment to Agreement No. 21631 with Access Capital Services, Inc., retroactive to July 1, 2007 through June 30, 2009, to provide account collection services for the Health Services Division of Tulare County Health and Human Services Agency.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2007 and that it was in the County's best interest to enter into the agreement on that date.

 

 

8.                  Approval of amendment to Agreement No. 21667 with Financial Credit Network, Inc., retroactive to July 1, 2007 through June 30, 2009, to provide account collection services for the Health Services Division of Tulare County Health and Human Services Agency.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2007 and that it was in the County's best interest to enter into the agreement on that date.

9.                  Approve an Agreement with Golden State Health Center, Inc. d.b.a. Sylmar Health and Rehabilitation Center in the amount of $1,000,000, retroactive to July 1, 2007 through June 30, 2008, to provide stabilization and long-term maintenance for mentally disabled clients.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2007 and that it was in the County's best interest to enter into the agreement on that date.

10.             Approve an amendment to Agreement No. 21706 with Tulare County Superintendent of Schools in the amount of $300,000, retroactive to July 1, 2007 through June 30, 2008, for the Administration of the More Opportunities for Viable Employment (MOVE) Program that provides relocation of TulareWORKs families to obtain employment outside of Tulare County.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2007 and that it was in the County's best interest to enter into the agreement on that date.

11.             Authorize submittal of an application for and administer the Fiscal Year 2007 State Homeland Security Grant Program Funds in the amount of $824,381, to provide for the emergency preparedness to prevent, deter, respond to, and recover from, threats and/or incidents of all hazards.  Authorize the Chairman to sign all grant related documents necessary to secure grant funds and implement the approved grant projects subject to approval of form by County Counsel.

12.             Request from Resource Management Agency to approve and award the contract to the lowest responsive and responsible bidder, Elite Landscaping, Inc., in the amount of $1,573,500.  Authorize the Chairman to sign the contract upon receipt of certificates of insurance, bonds and contracts after review and approval as to form by County Counsel and evidence that the contractor possesses a valid State contractor's license.  Allow funds for contingencies of 5% of the contract amount, or $78,675, to cover the cost of unexpected construction conditions.  Approve the Proposition 40 Per Capita Grant Project for the renovations and upgrades of the Irrigation Systems at Mooney Grove Park.  Approve an exemption pursuant to section 15301 of the California Environmental Quality Act (CEQA) on the basis that the renovation is the replacement of an existing system, and involves negligible or no expansion of an existing use.  Authorize the Chairman to sign the California State Parks' California Environmental Quality Act Compliance Certification Form.
