October 21 through October 27, 2007 as "National Save for Retirement
Week." Support the goals and ideals
of National Save for Retirement Week, including raising public awareness about
the importance of adequate retirement savings and the availability of
employer-sponsored retirement plans.

Appoint
Scott L. Harris, Primary Member to the Emergency Medical Care Committee to
serve at the pleasure of the Board.

Appoint
John Baker, Alternate Ambulance Provider Agency to the Emergency Medical Care
Committee to serve at the pleasure of the Board.

Ratify
the following Proclamations: Declaring
October 13-21 as Bi-National Health Week in Tulare County; Honoring Maria

the Year; Honoring Katherine Johnson as the Tulare County Office of Education's

Certify
results of the Special Election of the Third Member of the Tulare County
Employees Retirement Board for a term ending December 31, 2007 as follows: Gail Henry - 246 votes; Roland Soltesz - 182
votes; and Sherman Dix - 62 votes. Certify
results of the General Election of the Third Member of the Tulare County
Employees Retirement Board for a term commencing on January 1, 2008 and ending
December 31, 2010 as follows: Gail Henry
- 242 votes; Roland Soltesz - 173 votes; and Sherman Dix - 69 votes. Direct the Clerk of the Board to cast a
unanimous ballot in favor of Alan David Galloway as the Seventh Member of the
Tulare County Employees Retirement Board for the unexpired term ending December
31, 2009 since he was the only Safety Member that was duly nominated as a
Write-In Candidate for that position.
Direct the Clerk of the Board to cast a unanimous ballot in favor of
Patricia A. Crawford as the Eighth Member of the Tulare County Employees
Retirement Board for a 3-year term commencing on January 1, 2008 and ending
December 31, 2010 since she was the only Retired Member that was duly nominated
for that position. Direct the Clerk of
the Board to cast a unanimous ballot in favor of Shirley Van Wormer as the
Alternate Retired Member of the Tulare County Employees Retirement Board for a
3-year term commencing on January 1, 2008 and ending on December 31, 2010 since
she was the only Alternate Retired Member that was duly nominated as a Write-In
Candidate for that position.

and ratify the County Administrative Officer's delegated actions regarding
Contracts and Personnel Changes during the month of September 2007.

Introduce
and waive the first reading of an Ordinance that repeals Ordinance Code Section
1-21-1005 of Chapter 21 of Part 1 of the Tulare County Ordinance Code and adds
Section 1-21-1005 of Chapter 21 of Part 1 to the Tulare County Ordinance Code
pertaining to Animal Control Officers; and repeals and adds various sections of
Chapter 7 of Part IV to the Tulare County Ordinance Code pertaining to the
control of animals. Waive the second
reading and adopt the Ordinance on October 30, 2007.

10.
Approve
the Side Letter Agreement between the County of Tulare and the Central
California Association of Public Employees (CCAPE) concerning compensation for
Nurse Practitioner classifications.
Resource Management Agency
11.
Affirm
the Annual Veterans Day Parade to be held on Saturday, November 3, 2007 in the
communities of Orosi and Cutler.
12.
Ratify
and approve the 2007/2008 Transit Agreement with the City of Porterville for
providing transit services to County residents in the Porterville Service Area,
retroactive to July 1, 2007 through June 30, 2008. Find that the Board had authority to enter
into the proposed agreement as of July 1, 2007, and that it was in the County's
best interest to enter into the agreement on that date.
13.
Approve
an amendment to Agreement No. 22578 with Self -Help Enterprises to adjust the
activity budget to include the Infill Housing Construction funds.
14.
Adopt
a Negative Declaration for the Compressed Natural Gas Fueling Facility. Authorize the Chairman to sign the Notice of
Determination. Approve the plans and
specifications for the construction of a Compressed Natural Gas Fueling
Facility. Authorize the Chairman to sign
the plans. Approve the advertisement of
the project. Set the bid opening date
for Wednesday, November 14, 2007 at 10:00 a.m.

from the Freeze Relief Task Force with an update on the status of the freeze
relief efforts. Approve a request from
HHSA to rescind the Declaration of Emergency that was adopted January 17, 2007
with Resolution No. 2007-0045.

Request
from Sheriff/Coroner to accept grant funding in the amount of $499,266 from the
U.S. Department of Justice, Office on Violence Against Women to establish the
Rural Domestic Violence Program in Tulare County. Authorize the Chairman to sign the Grant
Award Agreement. Approve and authorize a
Personnel Resolution amending the Fiscal Year 2007/2008 position allocation for
the Sheriff's Department, adding two (2) Detectives. Approve the necessary budget adjustments.

Request
from Resource Management Agency for direction regarding the adoption, pursuant
to Government Code Section 65858, as an Urgency Measure, the Interim Ordinance
pertaining to the limitation of special use permit approval in the designated
buffer zone surrounding Colonel Allensworth State Historic Park for an interim
period of time.
