NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

Agricultural Commissioner/Sealer

2.                  Ratify and approve an amendment to Agreement No. 22830 with the California Department of Food and Agriculture to receive an additional $194,994 in funding for the purpose of regulating freeze damage of all Navel and Valencia Oranges being processed in the County, retroactive to July 1, 2006 through June 30, 2007.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2006, and that it was in the County's best interest to enter into the agreement on that date.  Authorize the Chairman to sign the Contractor Certification Clauses Form.

Health & Human Services Agency

3.                  Approve an amendment to Agreement No. 21707 with Turning Point of Central California, Inc. d.b.a. Turning Point Youth Services for the provision of children's mental health services and Mental Health Services Act services, retroactive to July 1, 2007 through June 30, 2008.  Find that the Board has authority to enter into the proposed agreement as of July 1, 2007 and that it is in the County's best interest to enter into the agreement on that date.

4.                  Approve an amendment to Agreement No. 22798 with Kings View Corporation in an amount not to exceed $1,723,000 for the provision of Mental Health Services Act services, retroactive to July 1, 2007 through June 30, 2008.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2007 and that it is in the County's best interest to enter into the agreement on that date.

Resource Management Agency

5.                  Ratify and approve an agreement with Citicorp Real Estate Inc. necessary to complete the assignment of the finance agreement by Citicorp Real Estate, Inc. to Citimortgage, Inc., including the Dual Obligee Rider retroactive to March 21, 2006. Find that the Board had authority to enter into the proposed agreement as of March 21, 2006 with Citicorp Real Estate, Inc. in the form of a Rider to Master Equipment Lease and that it is in the County's best interest to enter into the agreement on that date.

6.                  Request from Probation Department to accept $260,455 in funding from the Youthful Offender Block Grant Fund to cover costs of custody and treatment for all non-committable and non-returnable non-violent youth offenders.  Approve and authorize a Personnel Resolution regarding the implementation of SB 81 amending the Fiscal Year 2007/2008 position allocation for the Probation Department, adding two (2) full time Deputy Probation Officer III positions.  Approve the necessary budget adjustments. (4/5ths vote)

7.                  Request from County Administrative Office to approve an amendment to the Pass-Through Agreement between Tulare County, City of Tulare, Tulare County Flood Control and Tulare Redevelopment Agency for redevelopment assistance for Land O' Lakes dairy processing plant pursuant to Health and Safety Code Section 33401.  Approve a categorical exemption pursuant to State CEQA Guidelines Section 15302 for replacement or reconstruction activities on the same site; authorize the Board Chair to execute the appropriate Notice of Exemption; and direct the Clerk of the Board to file the Notice of Exemption with the County Clerk.

8.                  Request from County Administrative Office to receive a program status report regarding the Community Choice Aggregation, and  Provide direction, as needed, to the County Administrative Officer regarding program implementation.
