NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

 

Agricultural Commissioner/Sealer

4.                  Authorize and approve a revision to Agreement No. 22923 with the United States Department of Agriculture to decrease the grant funding amount by $199,762.80 used for the Glassy-Winged Sharpshooter Management Program, retroactive to October 1, 2006 through November 30, 2007.  Find that the Board had authority to enter into the proposed agreement as of October 1, 2006, and that it was in the County's best interest to enter into the agreement on that date.  Authorize the Chairman to execute and sign all grant related documents, subject to review and approval as to form by County Counsel.  Approve the necessary budget adjustments.  (4/5ths vote)

5.                  Appoint Mayra Rojas to the Housing Authority of the County of Tulare as Tenant Commissioner for a term ending December 18, 2009.

6.                  Ratify the following Proclamations:  Honoring Zakaria Alsumari Youth of the Year; Honoring Substation Business of the Year; Honoring Tori Johnson Woman of the Year; Honoring Gregorio Gonzalez Jr. Man of the Year; Honoring Robert Groeber Spirit of Woodlake; Honoring Karla Thompson Youth of the Year; Honoring Judith Vaccaro Lifetime Achievements Award; Honoring Jackie Groeber Spirit of Woodlake; Honoring Exeter Veterinary Hospital, Dr. Gerald Haggard Exeter Chamber of Commerce Business of the Year 2007; Honoring Ted Macaulay as the Exeter Chamber of Commerce Man of the Year 2007; Honoring Alana Montgomery Exeter Chamber of Commerce Heritage Award 2007; Honoring Bruce Montgomery Exeter Chamber of Commerce Heritage Award 2007; Honoring Garuda International, Inc., J. Probation

7.                  Approve an agreement with the Visalia Reaching Youth to make available at no cost, voluntary non-denominational Protestant/Christian services, bible studies, and one-to-one religious counseling for detained/committed minors located within the Probation Department facilities for the period of March 11, 2008 through June 30, 2008.

8.                  Approve an agreement with the City of Visalia to provide work crew services through the Juvenile Work Program for the period of March 11, 2008 to June 30, 2008.

Resource Management Agency

9.                  Approve the Agreement for Purchase of Property from T.E.C. Doe Properties, a General Partnership, for the Road 80 Widening Project.  Authorize the Resource Management Agency Director, or his designee, to open an escrow and sign all documents to facilitate the escrow for this acquisition to be completed within six months of the date of this action.  Direct the Auditor to draw a warrant in the amount of $41,000 in favor of Chicago Title Company.

Sheriff/Coroner

10.             Ratify and approve an Operational Agreement for the Tulare County Clandestine Laboratory Enforcement Unit under the California Multi-Jurisdictional Methamphetamine Enforcement Team Program, retroactive to July 1, 2007 through June 30, 2008.  Find that the Board had authority to enter into the proposed agreements on July 1, 2007, and that it was in the County's best interest to enter into the agreements on that date.

12.             Request from Resource Management Agency to authorize Pena Disposal Inc., to file a General Plan Amendment application to change the land use designation of approximately 6.71 acres from Residential Reserve to Industrial and the remainder 11.3 acres from Industrial Reserve to Industrial, located at the northeast corner of Avenue 408 and Road 120 in the community of Cutler.
