2.                  PUBLIC HEARING:   Request from the Resource Management Agency to deny an appeal filed by Linda McClung and uphold the Zoning Administrator's denial of Zone Variance No. PZV 07-028 (ZA) to allow more than the maximum number of animals allowed on a 1.98-acre parcel site located on the west side of Mustang Drive (16433 Mustang Drive) approximately 350 feet north of Palomino Drive, Springville.

3.                  Ratify a letter opposing the proposed rail line abandonment of 39.57 miles between Exeter and Jovista, California.

4.                  Ratify Proclamation honoring the Retirement of David M. Liebowitz.

5.                  Reappoint Harvey Bailey to the Tulare County Pest Control District for a term ending April 23, 2012.

District Attorney

6.                  Declare April 13 - 19, 2008 as Victims' Rights Week in Tulare County.

Resource Management Agency

7.                  Approve an amendment to Agreement No. 22813 with the Earlimart School District for office space located at 782 E. Washington in the Community of Earlimart to be used by Health and Human Services Agency.

8.                  Approve an amendment to Lease Agreement No. 16693 with Guillon Inc., A California Corporation, that currently provides storage and office space located at 8040 Doe Avenue in Visalia for both Department of Child Support Services and Health and Human Services Agency to: 1) Segregate the areas leased by Department of Child Support Services and the Heath & Human Services Agency into separate Agreements; 2) Provide for certain alterations and deferred maintenance needed by Department of Child Support Services; 3) Increase the amount of rent paid; 4) Extend the term of the Agreement; 5) Allocate overflow parking stalls on Guillon Inc.'s adjacent property for use by Department of Child Support Services; and 6) Provide for the annual prepayment of rents.

9.                  Approve the new Lease Agreement with Guillon Inc., A California Corporation, to provide office space and storage space located at 8040 Doe Avenue in Visalia for the Health and Human Services Agency separate from the Department of Child Support Services.

10.             Approve a Development Plan outlining the goals, organizational structure and implementation schedule for a Sewer System Management Plan (SSMP) designed for each wastewater treatment facility and sewer lift station for Delft Colony, Tooleville, Traver, El Rancho, Seville, Yettem, Tonyville and Wells Tract Zones of Benefit, all within County Service Areas No. 1 and 2.

RECONVENE AS THE TULARE COUNTY BOARD OF SUPERVISORS

12.             Approve reimbursement to Tulare County Employees' Retirement Association Trustees and certain staff for the costs of premiums associated with waivers of recourse for fiduciary liability insurance.

13.             Authorize the fixed asset purchase of a replacement mid-size pick-up truck in the amount of $16,000 to be used for the Inmate Programs Division.  Approve the necessary budget adjustments.  (4/5ths vote)
