NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

County Administrative Office

1.                  Ratify actions taken by the County Administrative Officer during the month of August 2008.

Health & Human Services Agency

2.                  Approve Tulare County's California Outcomes and Accountability System County Self-Assessment, which is part of Assembly Bill 636, better known as California's Child Welfare System Improvement and Accountability Act of 2001 to improve outcomes for children.  Authorize the Tulare County Health and Human Services Agency Director and the Tulare County Probation Department Chief to sign the County Self-Assessment and submit the proposed Tulare County Self Assessment to the California Department of Social Services.

3.                  Ratify and approve an agreement with the California Department of Forestry and Fire Protection (CAL FIRE) for Tulare County Environmental Health to provide testing and permitting of the Mountain Home Demonstration State Forest campgrounds water system to insure the public's health and safety, retroactive to July 1, 2008 through December 31, 2009.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2008 and that it was in the County's best interest to enter into the agreement on that date.

4.                  Approve Tulare County Health & Human Services Agency, Department of Alcohol and Drug Programs, to apply for and receive funds from the Department of Alcohol and Drug Programs, Office of Criminal Justice, for the Comprehensive Drug Court Implementation Notice of Grant Award No. CDCI-08/09-54 Program in the amount of $187,235 for the Grant Award Period January 1, 2009 through December 31, 2009.

5.                  Request from Human Resources & Development to approve the implementation of the terms and conditions of the proposed memorandum of understanding with Service Employees International Union (SEIU) including pay, benefit increases and modifications, and the revisions to the County Personnel Rules and Regulations as they apply to SEIU bargaining units 1, 3, 4, 6 and 7.
