4.                  PUBLIC HEARING:   Request from the County Fire Department to confirm the accounting as modified for Fire Hazard Abatement Cost Recovery.  Order that the costs, as confirmed, be recorded in the office of the Tulare County Clerk-Recorder.  Order that the Tulare County Auditor-Controller/Treasurer-Tax Collector place such costs on the County Tax Roll as special assessments against the respective parcels of land.

Board of Supervisors

5.                  Reappoint Steven Tree to the Indian Gaming Local Community Benefit Committee, Alternate Mutually Selected Member for a term ending June 30, 2011.

6.                  Approve the Step Up Youth Activities Grant contracts with the following non-profit organizations:  Big Brothers Big Sisters of Central California, Boys and Girls Club of the Sequoias, Boys and Girls Club of Tulare County, Community Services and Employment Training, Cutler-Orosi Community for Youth Foundation, Proteus, Inc., Pro-Youth/HEART, Self-Help Enterprises, Tulare Athletic Boxing Club, Tulare County Youth for Christ, Tulare County Sheriff's Police Activities League, Visalia Police Activities League, and Young Life.

County Counsel

7.                  Approve changes in designated positions and disclosure categories in the County Conflict of Interest Code as recommended by County departments and agencies.

Health & Human Services Agency

8.                  Ratify and approve an agreement with First 5 Tulare County for Tulare County Health and Human Services Agency to provide a Children's Dental Disease Prevention Program to conduct oral and health screenings for school children from preschool through sixth grade, retroactive to September 1, 2008 through June 30, 2009.  Find that the Board had authority to enter into the proposed agreement as of September 1, 2008 and that it was in the County's best interest to enter into the agreement on that date.

 

9.                  Ratify and approve an amendment to Agreement No. 22423, which is the sub-agreement between Proteus, Inc. and Tulare County Health and Human Services Agency to provide prevention services to youth throughout Tulare County aimed at reducing teenage pregnancy, retroactive to July 1, 2008 through June 30, 2010.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2008 and that it was in the County's best interest to enter into the agreement on that date.

Resource Management Agency

10.             Approve the Measure R Program Supplement to Tulare County/Tulare County Transportation Authority Cooperative Agreement for Phase I of the Mooney Grove Park Bike and Trail Project in the amount of $425,000 to construct a bridge over Cameron Creek.

11.             Approve the designation of STOP T-intersections, in accordance with Section 21354 of the California Vehicle Code, at Avenue 70 at Road 256, near the community of Ducor and Avenue 276 at Road 100, south of the City of Visalia.   Authorize the installation of STOP signs on the westbound lane of Avenue 70 at Road 256 and on the eastbound lane of Avenue 276 at Road 100.

12.             Authorize participation in a joint application for Enterprise Zone Designation with the State Department of Housing and Community Development.

13.             Ratify and approve the Grant Agreement between the Federal Aviation Administration (FAA) and the County for the FAA Airport Improvement Program Grant to fund the prior excess administration design engineering costs and preparation of new bid documents for the Sequoia Field Airport Taxiway Rehabilitation Project.  Find that the Chairman of the Board of Supervisors had authority to enter into the Grant Agreement as of February 24, 2009 and it was in the County's best interest to enter into the agreement on that date.  Authorize the Resource Management Agency Director, or his Designee, to execute all grant documents necessary to secure grant funds, reimbursements and implement the approved grant project.  Approve the necessary budget adjustments.  (4/5ths vote)

Sheriff/Coroner

14.             Approve the fixed-asset purchase of one police service dog in the amount of $6,142.  Approve the necessary budget adjustments. (4/5ths vote)

15.             Ratify and approve an amendment to Agreement No. 22690 with Cutler-Orosi Unified School District for campus law enforcement services, retroactive to February 9, 2009 through June 30, 2010.  Find that the Board had the authority to enter into the proposed amendment as of February 9, 2009, and that it was in the County's best interest to enter into the amendment on that date.

16.             Ratify and approve amendments to Agreement No. 22949, 22950, 22951 and 22952 with Alpaugh Unified School District, Earlimart School District, Pixley School District and Tipton Elementary School for campus law enforcement services, retroactive to January 1, 2009 through June 30, 2009.  Find that the Board had the authority to enter into the proposed amendments as of January 1, 2009, and that it was in the County's best interest to enter into the amendments on that date.

17.             Ratify and approve an agreement with the City of Exeter to provide emergency dispatch services for Exeter Police Department during daytime hours Monday through Friday from December 15, 2008 through June 30, 2009.  Find that the Board had authority to enter into the agreement on December 15, 2008, and that it was in the County's best interest to enter into the agreement on that date.
