1. Request from County Administrative Office to approve Amendment No. 2 to the Pass-Through Agreement between Tulare County, the City of Tulare and the Tulare Redevelopment Agency which provides redevelopment assistance to Land O' Lakes by choosing one of the following options: 1) Approve Amendment No. 2 which reflects Land O' Lakes proposed request of the following amounts by project threshold: Assessed valuation between $94,215,000 and $169,215,000 (50%); Assessed valuation between $169,215,000 and $179,215,000 (25%); Assessed valuation between $179,215,000 and $204,215,000 (37.5%); Assessed valuation above $204,215,000 (50%); or 2)) Approve Amendment No. 2 with the County contribution of 25% of Assessed valuation over $94,215,000; or 3) Approve Amendment No. 2 with the County contribution of 37.5% of assessed valuation over $94,215,000; or 4) Provide direction to staff for a different funding scenario.

2. Request from County Administrative Office to receive the Mid-Year Budget Report for Fiscal Year 2008/2009. Approve proposed schedule for preparation and adoption of the Fiscal Year 2009/2010 Budget, which incorporates a rollover budget as the operating budget (including the capital projects budget) for the period between July 1, 2009 and adoption of the 2009/2010 budget (4/5ths vote required). Approve the continuance of a hiring freeze providing the County Administrative Office enhanced discretion to hold positions vacant. Authorize the Auditor-Controller/Treasurer-Tax Collector, with concurrence of the County Administrative Officer, to process budget adjustments resulting from the Mid-Year Budget Report.
