6.                  PUBLIC HEARING:   Request from Health and Human Services Agency, Environmental Health Services to adopt the recommended fee adjustments for Fiscal Year 2010/2011. Authorization to implement the fees beginning July 1, 2010.

7.                  PUBLIC HEARING:   Request from the Assessor/Clerk-Recorder to adopt a fee adjustment for the County Recorder to increase the first page base recording fee by $6.00, from $4.00 to $10.00 beginning July 1, 2010.

8.                  Appoint Gaylene Hunter to the Tulare County Mental Health Board, Member At-Large, for a term ending December 31, 2012.

9.                  Ratify and approve a grant application to the United States Department of Agriculture for a $200,000 Community Facilities grant for construction upgrades to the Ivanhoe Community Center.  Ratify and approve the County Administrative Officer's signature on Standard Form 424; Community Facilities Grant Certification; Certification Regarding Debarment, Suspension, and Other Responsibility Matters; Certification Regarding Drug-Free Workplace Requirements; Equal Opportunity Agreement; Assurance Agreement and Certification for Contracts, Grants and Loans for the application.  Find that the Board had authority to submit the application on March 23, 2010, and that it was in the County's best interest to submit the application as of that date.

10.             Reaffirm declaration of state of emergency in the Tulare County Drought Resolution No. 2008-0472 adopted June 24, 2008.

11.             Ratify and approve the grant agreement for the acceptance of grant funds from the California Department of Resources Recycling and Recovery (CalRecycle), formerly the California Integrated Waste Management Board (CIWMB), Used Oil Block Grant, Cycle 15 in the amount of $90,867 for the collection and recycling of used motor oil and oil filters, retroactive to July 1, 2009 through June 30, 2012. Find that the Board had authority to enter into the proposed grant agreement as of July 1, 2009 and that it was in the County's best interest to enter into the agreement on that date.

12.             Waive the second reading and adopt an Ordinance amending Section 1-03-1355 of the Tulare County Ordinance Code to increase the Purchasing Agent's authorization for making direct purchases in an amount not to exceed $4,000.  Direct the Clerk of the Board to publish the summary Ordinance as required by law.

Resource Management Agency

13.             Find that an easement owned by Manfred and Lydia Schnitzler, located south of Avenue 404 and east of Road 16 in northwestern Tulare County, east of Kingsburg, will meet the California Farmland Conservancy Program eligibility criteria set forth in Public Resources Code Section 10251.  Support an application for grant funding from the California Department of Conservation's "California Farmland Conservancy Program" (CFCP) to be used for acquisition of an agricultural conservation easement on a 7.75 acre parcel of land located east of Kingsburg.

14.             Approve the Federal Fiscal Year 2010 Certifications and Assurances for Federal Transit Administration Assistance Programs.  Authorize the Chairman to execute the Affirmation of Applicant signature page.  Authorize future Chairman to execute the Affirmation of Applicant signature page for up to three (3) subsequent federal fiscal years.

15.             Approve the Plans, Special Provisions, Proposal and Contract for the Construction of an Asphalt Overlay on Avenue 384 from State Route 99 to Road 80.  Approve the advertisement for bids of the Construction of an Asphalt Overlay on Avenue 384 from State Route 99 to Road 80.  Set the bid opening date for 2:00 p.m. on May 26, 2010.
