1.                  Recognize Manuel Jimenez as a recipient of the United States Department of Agriculture's National Institute of Food and Agriculture 2010 National Extension Diversity Award.

2.                  Receive a presentation from Health and Human Services Agency regarding the Emergency Medical Services (EMS) System in Tulare County.

3.                  Presentation from multiple departments who provided emergency services during the local State of Emergency flooding declared last December 21, 2010.

4.                  Public Comments.

6.                  PUBLIC HEARING:  Request from the Resource Management Agency to approve the California Statewide Communities Development Authority's issuance of tax-exempt revenue obligations through its Housing Bond Program on behalf of Community Preservation Partners, LLC, for the acquisition and rehabilitation of four apartment complexes within Orosi, CA. Approve the resolution regarding the issuance of these bonds.

7.                  Ratify the following Proclamations:  Honoring H.K. Nelson for his Longstanding Efforts with the Delano-Earlimart Irrigation District; Honoring Michael Threlkeld upon his Retirement from the Tulare Fire Department; Honoring Yvette Botello Cutler-Orosi Chamber of Commerce 2011 Woman of the Year; Honoring Jose Trevino Cutler-Orosi Chamber of Commerce 2011 Man of the Year; and Honoring Cutler Rexall Pharmacy Cutler-Orosi Chamber of Commerce 2011 Business of the Year.

General Services/Property Management

8.                  Accept a portion of the Irrevocable Offer to dedicate real property along the east side of Road 40 south of Avenue 416 near the Kings River that was offered for dedication by Irrevocable Offer to Dedicate Real Property recorded in the Office of the Tulare County Recorder on December 30, 1988 in Volume 4786 Page 614 of Official Records more particularly described as "the East 10 feet of the West 30 feet of the North 365 feet of the Northwest quarter of the Northwest quarter of Section 16, Township 16 South, Range 23 East, Mount Diablo Base and Meridian."  Direct the Clerk of the Board to cause a Certified Copy of the Resolution accepting the Irrevocable Offer of Dedication to be recorded in the Office of the Tulare County Recorder.

 

 

Health & Human Services Agency

9.                  Reaffirm the Declaration of State of Emergency pertaining to flooding set out in Resolution No. 2010-1016 and adopted December 21, 2010.

10.             Ratify and approve an amendment to Agreement No. 24739 with Blue Cross of California dba Anthem Blue Cross, Inc. to allow Tulare County Health & Human Services Agency (HHSA) Physicians to provide Fee for Service comprehensive health care to eligible individuals under the Anthem Blue Cross Medi-Cal Managed Health Care Program (MCMCP), retroactive to January 1, 2011.  Find that the Board had authority to enter into the proposed amendment as of January 1, 2011, and that it was in the County's best interest to enter into the amendment on that date.

11.             Pursuant to Government Code Section 31000.1, establish the Tulare County Health Advisory Committee.  Adopt the By-Laws of the Tulare County Health & Human Services Agency Health Advisory Committee.  Direct the Clerk of the Board to post the list of vacancies in accordance with the Maddy Act.

Human Resources & Development

12.             Ratify and approve a Side Letter of Agreement with the Professional Association of Tulare County Physicians(Bargaining Unit #16), retroactive to January 18, 2011.  Find that the Board had authority to enter into the proposed agreement as January 18, 2011, and that it was in the County's best interest to enter into the agreement on that date.

In-Home Supportive Services Public Authority

13.             Ratify and approve a Memorandum of Understanding with the County of Tulare In-Home Supportive Services Public Authority and the California United Homecare Workers Union (a joint affiliation of the State, County and Municipal Employees and the Service Employees International Union), retroactive to July 1, 2010 through June 30, 2011.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2010, and that it was in the County's best interest to enter into the agreement on that date.
