THE TULARE COUNTY REDEVELOPMENT AGENCY

SITTING AS THE TULARE COUNTY REDEVELOPMENT AGENCY

 

1.                  Request from the Redevelopment Agency to approve the transfer of the Community Development Block Grants and Home Investment Partnerships Program Grants from County General Fund and Tulare County Redevelopment Agency Fund to the Special Revenue Funds.  Direct Auditor and Purchasing Agent to make the necessary changes to the contracts and/or agreements.  Authorize the Auditor to establish an interest bearing Trust Fund for the Neighborhood Stabilization Program's future Program Income. Approve the necessary budget adjustments. (4/5th vote required).

2.                  Request from the Redevelopment Agency to approve a Cooperation Agreement in an amount not to exceed $5,082,581 by and between the County of Tulare and the Tulare County Redevelopment Agency for the implementation of capital and public improvements and other redevelopment projects (including program delivery costs) in the currently designated Tulare County Redevelopment Agency Project Areas as identified in Exhibit A. Authorize the Chairman of the Board to execute the Cooperation Agreement.  Find that leveraging financial resources as part of the Cooperation Agreement in these communities: (a) is consistent with the adopted Redevelopment Plans; (b) implements the affected redevelopment plan by assisting in the eradication of economic blight; (c) is consistent with the current Implementation Plans adopted in 2010, pursuant to Health and Safety Code §33131 (a) and (c) and §33133; and (d) will directly benefit low or moderate-income persons.  Find that there are no other reasonable and available means of financing the proposed activities as identified in the Cooperation Agreement and that the County does not have available funding for this purpose.  Direct the Auditor-Controller of Tulare County to reallocate an amount not to exceed $4,000,000 in tax increment funding from Redevelopment Agency Community Improvement Funds to the Redevelopment Agency Low/Moderate Income Housing Fund for each Project Area as identified in Exhibit B.  Direct the transfer of title of all real property as identified in Exhibit C held in the name of Tulare County Redevelopment Agency to the County of Tulare.  Authorize the Chairman of the Board to take any and all necessary actions to execute all Grant Deeds or any other required documents, transferring title of existing Agency-owned properties to the County of Tulare.  Authorize County Counsel to execute acceptances for all Deed transfers for property as identified in Exhibit C.  Authorize the Chairman of the Board to transfer all personal property and assets in the name of the Tulare County Redevelopment Agency into the name of the County of Tulare as identified in Exhibit D.  Authorize the Executive Director to take any and all necessary actions to execute all required documents, transferring all existing Agency-owned personal properties and assets to the County of Tulare.  Authorize the Executive Director to issue prepayments to certain existing obligations, bonds, and loans.  Authorize and establish the County of Tulare as the Successor Agency of the Tulare County Redevelopment Agency pursuant to Chapter Two of the proposed Redevelopment Agency Dissolution and Succession legislation.
