6.                  PUBLIC HEARING:   Request from the Resource Management Agency to approve the California Statewide Communities Development Authority's issuance of tax-exempt revenue obligations through its Housing Bond Program on behalf of 15999 Ave. 327, L.P., for the acquisition, construction, and development of a 72-unit multifamily rental housing project within Ivanhoe, CA.  Approve the resolution regarding the issuance of these bonds.

NOTICE TO THE PUBLIC

Agricultural Commissioner/Sealer

7.                  Approve an agreement with the California Department of Pesticide Regulation in the amount of $94,424 for collection and data processing of pesticide use reports required by the Food Safety Act of 1989, effective July 1, 2011 through June 30, 2012.

8.                  Approve additional funding for unclaimed gas tax payment of $71,970 and an additional Pesticide Mill Assessment payment of $181,558 from the California Department of Pesticide Regulation.  Approve the vehicle capital asset purchase for replacement vehicles in the amount of $253,528.  Approve the necessary budget adjustments. (4/5ths vote required)

9.                  Reappoint Cameron Hamilton to the Tulare County Indian Gaming Local Community Benefit Committee as a Mutually Selected Member for a term ending June 30, 2012.

10.             Appoint Ed Needham to the San Joaquin Valley Air Pollution Control District-Citizens Advisory Committee as Industry/Agriculture -Alternate for a term ending January 31, 2012.

11.             Appoint Gloria I. Court to the Community Health Center Board, Mental Health Position for a term ending April 18, 2014.

County Administrative Office

12.             Approve sending a letter of support for H.R. 758 (Nunes) which would amend the Act popularly known as the "Antiquities Act of 1906" to require revised procedures for designating national monuments, including a public hearing requirement, an impact assessment, and Congressional approval.  Approve sending a letter of support for H.R. 759 (Nunes) which would require the Director of National Drug Control Policy to develop a Federal Lands Counter Drug Strategy, including identification of required resources, to submit to Congress once every two years.  Approve sending a letter of support for H.R. 760 (Nunes) which would authorize the Secretary of Agriculture to designate certain parts of California's San Joaquin Valley as a rural area for purposes of programs under the Consolidated Farm and Rural Development Act.

13.             Accept the Fleet Services Phase 2 Build Out Project as a completed project.  Authorize the Chairman of the Board of Supervisors to sign the Notice of Completion for the subject project.  Direct the Clerk of the Board of Supervisors to record the Notice of Completion for the subject project with the office of the Tulare County Recorder.

General Services

16.             Accept the Chevron Energy Solutions Bob Wiley & Adult Pre-Trial Detention Facilities Energy Improvement Project as a completed project.  Authorize the Chairman of the Board to sign the Notice of Completion.  Authorize the Chairman of the Board to sign the Certificate of Final Completion.  Direct the Clerk of the Board to record the Notice of Completion for the subject project with the office of the Tulare County Recorder.

Information Technology

17.             Approve purchase from Bear Data Systems, Inc., for licenses and maintenance support for Websense in the amount of $118,280, retroactive to April 1, 2011 through March 31, 2012. Find that the Board had authority to enter into the proposed purchase as of April 1, 2011 and that it was in the County's best interest to enter into the purchase on that date.

18.             Approve the purchase from CGI Technologies and Solutions Inc. to provide maintenance support for CGI Technologies and Solutions Inc. 3.x Advantage financial system in the amount of $213,147.40, retroactive to April 1, 2011 through March 31, 2012.  Find that the Board had authority to enter into the proposed purchase as of April 1, 2011, and that it was in the County's best interest to enter into the purchase on that date.

Resource Management Agency

19.             Affirm the Annual Hungry Buzzard Bike Race to be held during the month of May of each year in the City of Visalia.  Affirm the Hungry Buzzard Bike Race to be an on-going event for future years until such time as conditions of the event and/or the event route change.

20.             Approve the Measure R Program Supplement to Cooperative Agreement for the Avenue 416 from Road 32 to Road 56 Widening Project in the amount of $16,996,409.

Sheriff/Coroner

21.             Approve an amendment to Agreement No. 23119 with United States Army Corps of Engineers for law enforcement services at Kaweah Lake Recreation Area.

22.             Approve a Memorandum of Understanding between Tulare County Sheriff's Department and the State of California Campaign Against Marijuana Planting (CAMP) Program for the period of June 15, 2011 through October 30, 2011.

23.             Ratify and approve an amendment to Agreement No. 23051 with United States Forest Service (USFS) to provide law enforcement services on Forest Service land, in the amount of $50,000, retroactive to October 1, 2010, through September 30, 2011.  Find that the Board had the authority to enter into the proposed agreement as of October 1, 2010, and that it was in the County's best interest to enter into the agreement on that date.

24.             Ratify and approve an amendment to Agreement No. 23050 with the United States Forest Service (USFS) for operations to suppress manufacturing and trafficking of controlled substances on or affecting National Forest Services land, in the amount of $32,000, retroactive to October 1, 2010, through September 30, 2011.  Find that the Board had the authority to enter into the proposed agreement as of October 1, 2010, and that it was in the County's best interest to enter into the agreement on that date.

25.             Authorize the submission of an online application for up to $500,000 from the United States Department of Justice for the Fiscal Year 2011 SMART Policing Initiative Grant Program.

26.             Proclaim May 9-13, 2011 as Juror Appreciation Week in Tulare County.
