PUBLIC
HEARING: Request from Resource Management Agency to authorize the
sale of Tulare County Redevelopment Agency (TCRA) owned properties located on 15884 Jasmine Avenue
in the Ivanhoe Redevelopment Project Area.
Authorize expenditure of Tulare County Redevelopment Agency housing
set-aside funds from the Ivanhoe Project Area Budget No. RI4-RI4-2000 to be
used as gap financing. Find that based
upon substantial evidence provided, the consideration for the Agency's
disposition of these Properties pursuant to the terms and conditions in the
Agreement is not less than either the fair market value or the fair reuse value
in accordance with covenants and conditions imposed under the Agreement and
costs required under the Agreement. Find
that the disposition of these Properties pursuant to the Agreement will assist
in the elimination of blight and will be of benefit to the community by
increasing and improving the supply of low and moderate income housing and is
consistent with the Implementation Plan for the Ivanhoe Redevelopment Project
Area adopted by the Agency pursuant to California Health and Safety Code
Section 33490. Authorize the Chairman of
the Board to sign all grant deeds and loan agreements. Authorize the Executive Director, the Deputy
Director, the Assistant Deputy Director, and the Community Development Manager,
or his/her designee to sign all other documents related to the sale of this
property.

Approve
an agreement with the California Department of Food and Agriculture to provide
State subvention funding in the amount of $183,439.71 to offset costs of
regulating maturity and freeze damage of all oranges, lemons, and mandarins
being produced and/or processed in the County, effective July 1, 2011 through
June 30, 2012.

Approve
an agreement with the California Department of Food and Agriculture in the
amount of $9,435 to provide State subvention funding to offset costs of
regulating the California Organic Foods Act in the County, effective July 1,
2011 through June 30, 2012.

Ratify
the following Proclamations: Recognizing
the Peace Officers' Memorial in Tulare County; and Honoring Donna Skaggs upon
her Retirement from the Visalia Police Department.

11.
Approve
the application for an Originating Agency Identifier Number from the California
Department of Justice. Authorize
language required by the State and Federal governments to be included as part
of the Resolution.

Approve
a one year extension of Agreement No. 24825 with David Kilgore d.b.a. ACTION
SERV for the maximum amount of $200,000, effective July 1, 2011 through June
30, 2012.
County Counsel/Risk Management
13.
Authorize
the Risk Manager to bind insurance coverage and renew the Master Crime Program
from CSAC-EIA on behalf of the County.
County Administrative Office/Capital Projects
14.
Approve
sending a letter of support for full funding and reauthorization of the State
Criminal Alien Assistance Program to the Senate and House of Representatives
Commerce, Justice, Science, and Related Agencies Appropriation subcommittees
and the County of Tulare Federal Delegation.
15.
Approve
sending a letter of support for Proposition 84 (the Safe Drinking Water, Water
Quality and Supply, Flood Control River and Coastal Protection Bond Act of 2006)
Round 1 Integrated Regional Water Management Implementation Grant Draft Funding
Recommendation.
16.
Approve
an amendment to Agreement No. 24588 with Carpi Clay & Smith to extend the
term of the agreement to June 30, 2012 for Federal legislative services.

Approve
an amendment to Agreement No. 24589 with Strategic Local Government Services,
LLC to extend the term of the agreement to June 30, 2012 for State legislative
services.
18.
Approve
amendment one to Agreement No. 24583 for the Tulare County Association of
Governments (TCAG) Joint Powers Agreement among the Cities and the County to
give TCAG authority to acquire, maintain, and dispose of real property or an
interest in real property exclusively as it pertains to offices for personnel.
19.
Approve
the purchase of new library shelving units for the Earlimart and Ivanhoe Branch
Libraries utilizing California Multiple Award Schedule (CMAS) Contract No. 4-11-71-0066D with Yamada Enterprises. Waive competitive bid process and find that
the purchase of TMC Furniture from Yamada Enterprises is in the best interests
of the County to match existing Library furniture due to system wide
standardization. Find that the purchase
of the shelving and TMC Furniture is in compliance with Section 1605 "Buy
American" requirements of the American Recovery and Reinvestment Act
(ARRA). Authorize the Purchasing Agent
to exceed the $125,000 purchasing limit and execute any and all public works
contracts and agreements with Yamada Enterprises necessary to complete the
purchase.
General Services Department
20.
Approve
an agreement with the California Department of Boating and Waterways for
financial aid for the Boating and Safety and Enforcement Program for Fiscal
Year 2011/2012. Authorize the County
Administrative Officer, or his designee, to submit claims for reimbursement.
Health & Human Services Agency
21.
Reaffirm
the Declaration of State of Emergency pertaining to flooding set out in
Resolution No. 2010-1016 and adopted on December 21, 2010.
22.
Waive
the second reading and adopt an Ordinance to amend Subsection (c) of Section
1-03-1970 of Article 21 of Chapter 3 of Part 1 of the Tulare County Ordinance
Code pertaining to the physician representative terms of the Community Health
Center Board. Direct the Clerk of the
Board to publish the adopted Summary Ordinance and to post a certified copy of
the full ordinance with the names of the Board of Supervisors voting for and
against the adoption, within fifteen (15) days as required by Government Code section 25124 (b) (1). Approve the Amended Bylaws adopted by the
Community Heath Center Board.

Approve
the submittal of an application to the California Emergency Management Agency
for the Fiscal Year 2011 Emergency Management Performance Grant.
24.
Approve
an amendment to Agreement No. 24275 with Kings View Corporation for the Mobile
Unit - South County Program in an amount not to exceed $839,232 to extend the
term of the Agreement to June 30, 2012 for the provision of Mental Health
Services Act (MHSA).
25.
Approve
an amendment to Agreement No. 24287 with Tulare Youth Service Bureau, Inc. to
extend the term of the Agreement to June 30, 2012 in an amount not to exceed
$83,575 for the provision of mental health services under the Mental Health
Services Act (MHSA) Prevention and Early Intervention (PEI) Program.

Approve
an agreement with the California Ventura Automated Collection System (VACS) in
an amount not to exceed $11,432 for Tulare County's participation in the joint
enhancement committee regarding VACS from July 1, 2011 through June 30, 2012.

Approve
and agreement with Lindsay Unified School District to provide direct skill
training to high-risk parents from July 1, 2011 through June 30, 2014 in an
amount not to exceed $250,341 for three (3) years at $83,447 per year.

Approve
an agreement with CF Merced, LLC d.b.a Country Villa Merced Behavioral Health
Center, a locked skilled nursing facility, in an amount not to exceed $814,000
for the continued provision of stabilization and long-term maintenance for
mentally disabled clients from July 1, 2011 through June 30, 2012.

Approve
an agreement with Crestwood Behavioral Health, Inc for PATCH services. The maximum amount of this agreement is
$285,000, for the provision of Day Treatment Services from July 1, 2011 through
June 30, 2012.

Approve
an agreement with Victor Treatment Centers, Inc., in an amount not to exceed
$140,000, for the provision of Intensive Day Treatment services (Full Day) to
Tulare County Minors from July 1, 2011 through June 30, 2012.

exceed $402,461 for the administration of the More Opportunities for Viable Employment

a total of $100,000 to provide temporary pharmacist and pharmacy technician

the renewal agreement with the State Water Resources Control Board for funding
in the amount of $184,218 for the Local Oversight Program (LOP) that provides
for local oversight of the investigation and remediation of leaking underground
storage tanks in Tulare County from July 1, 2011 through June 30, 2012.

Approve
the annual renewal of license and maintenance with Service-now.com to provide
use licenses and maintenance support for the Service-now.com product in the
amount of $124,500, effective July 11, 2011 through July 10, 2012.

Ratify
and authorize the Purchasing Agent's signature on the license and services
agreement with Oracle America, Inc. to provide license and maintenance support
for MySQL, retroactive to May 21, 2011 through May 21, 2012. Find that the Purchasing Agent had authority
to enter into the proposed agreement as of May 21, 2011, and that it was in the
County's best interest to enter into the agreement on that date.
39.
Approve
the annual renewal of license and maintenance with CompuCom, Inc. to provide
use licenses and maintenance support for Novell Groupwise email and Novell
Operating System (OS), in an amount not to exceed $417,534, effective July 1,
2011 through June 30, 2012.
40.
Approve
the annual renewal of license and maintenance with NetApp to provide use
licenses and maintenance support for the NetApp SupportEdge in the amount of
$155,226 effective August 1, 2011 through July 31, 2012.

Aggression Replacement Training Grant Program.

and approve the submission of an application to the Corrections Standards
Authority for continued grant funding for the Juvenile Accountability Block
Grant Program in the amount of $43,712 with a $4,371 match for the period of
July 1, 2011 through June 30, 2012.
Ratify and approve the Board Chairman's signature on the Agreement and
all grant application documents necessary to secure grant funds. Find that the Board had the authority to
submit the application for grant funds on May 27, 2011, and that it was in the
County's best interest to submit the application on that date. Agree to provide all matching funds required
for said project, and abide by the statues and regulations governing the JABG
Program, as well as the terms and conditions of the Grant Agreement as set
forth by the CSA. Find that the grant
funds received hereunder shall not be used to supplant expenditures controlled
by this body.

provide instructional services to Tulare County inmates, effective July 1, 2011

amount of $201,000 to provide Alcohol and Drug counseling services for the

Paula Kinsel, Public Sector to the Workforce Investment Board of Tulare County

the budget adjustments resulting from the State of California's unilateral
modification adding $85,723 to provide dislocated workers temporary clean-up
jobs as a result of the December 2010 storms.
