CONSENT CALENDAR (Number 6 through ##)

 

 

NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

Auditor/Controller

6.                  Ratify and approve the County of Tulare's Fund Balance Policy, which creates and defines new governmental fund designations while also delegating authority to determine assigned fund balances to the Chief Administrative Officer and delegating the authority to determine committed fund balances to the Board of Supervisors, retroactive to July 1, 2010.  Find that the Board had authority to approve the Fund Balance Policy as of July 1, 2010, and that it was in the County's best interest to approve the policy on that date.

7.                  Approve an amendment to Agreement No. 20799 with Great West to extend the term of the agreement to December 31, 2011 while the Deferred Compensation Committee is completing a renegotiation process.  Authorize the addition of a Roth 457 option; authorize rehired retirees who are considered "qualified participants" in a retirement system to "opt out" of participation in the Section 3121 Plan; and authorize Great West to completely process Qualified Domestic Relations Orders.

Board of Supervisors

8.                  Ratify a Proclamation Recognizing June 14, 2011 as Flag Day in Tulare County.

9.                  Appoint Karol Aure-Flynn to the Community Services Employment & Training Board.

10.             Approve submitting the following nominations for the Porterville Developmental Center Advisory Board to the State of California Governor's Appointment Secretary:  Joan Grant, LouAnn Lubben, Sonja Maden, Barbara Mendes, Christine Maul and Marcos Martinez.

County Administrative Office/Capital Projects

11.             Approve the Memorandum of Understanding between Tulare County Superior Court and the County of Tulare for Fiscal Year 2011/2012 to provide a variety of internal services.  Authorize the Chairman to sign the agreement, subject to approval as to form by County Counsel.

12.             Award the contract for the Ivanhoe Community Center Project to the lowest responsible bidder, Gary Interrante Construction, P.O. Box 600, Three Rivers, CA in the amount of $300,000.  Authorize the Chairman to sign the agreement upon receipt of certificates of insurance, bonds, license verification and contract, subject to review and approval as to form by County Counsel.  Accept a $50,000 donation from the Boys and Girls Club of Visalia.  Establish a 5% contingency fund in the amount of $15,000.

13.             Approve the Bid Documents for the Fire Station 9 Apparatus Bay Project in Alpaugh and authorize the Advertisement of Bids for the subject project.  Find that the project is categorically exempt from California Environmental Quality Act requirements and direct the Clerk of the Board to file the Notice of Exemption with the Recorder's Office.

General Services/Parks and Recreation

14.             Approve the transfer of the Munger Charitable Remainder Unitrust fund monies in the amount of $13,122.73 from the Tulare County Museum to the Tulare County Historical Society Non-profit Museum Improvement Fund.

Health & Human Services Agency

15.             Grant approval for the Environmental Health Services Division to submit a regional application to CalRecycle on behalf of the County of Tulare and cities of Dinuba, Exeter, Farmersville, Lindsay, Porterville, Tulare, Visalia, and Woodlake for Used Oil Payment Program (OPP) Cycle 2. Designate and authorize the Board Chairman as Signature Authority effective until August 15, 2013 to execute all documents necessary to implement and secure payment under the OPP.

16.             Approve the award for the provision of Wraparound services to Family Preservation Community Services.  Approve an agreement with Family Preservation Community Services for the provision of Wraparound services in an amount not to exceed $960,000 for the period of July 1, 2011 through June 30, 2012.

Human Resources & Development

17.             Approve the 2010 Health Care Reform Provisions Amendment to the Tulare County Section 125 Plan Document, retroactive to January 1, 2011.  Find that the Board had authority to enter into the proposed amendment as of January 1, 2011, and that it was in the County's best interest to enter into the amendment on that date.

In-Home Supportive Services

18.             Authorize the Risk Manager to renew the Primary General Liability Program on behalf of IHSS Public Authority.  Authorize the Director of In-Home Supportive Services Public Authority to pay the insurance premium invoice to renew the Primary General Liability Program and to buy down the deductible when it becomes due on July 1, 2011.

RECONVENE AS THE TULARE COUNTY BOARD OF SUPERVISORS

Resource Management Agency

19.             Approve and award the contract to the lowest responsive and responsible bidder, Mass X Inc., of Clovis, California, in the amount of $979,655, for construction of the Orosi Landfill Final Closure project.  Authorize the Chairman to sign the contract after review and approval as to form by County Counsel and upon receipt of certificates of insurance, bonds and evidence that the contractor possesses a valid State Contractors License.  Allow funds for a contingency in the amount of $97,966 (10%) to cover unexpected construction conditions.

Sheriff/Coroner

20.             Approve an agreement with Canteen of Fresno, Inc. for commissary services, effective July 1, 2011 through June 30, 2013.

21.             Approve an amendment to Memorandum of Understanding No. 22231 with Superior Court of California to provide basic security services for the period of July 1, 2011 through June 30, 2012.

22.             Approve an amendment to Agreement No. 24140 with Microcorre Diagnostic Laboratory for pathology services for the period of July 1, 2011 through June 30, 2013.

Treasurer/Tax Collector

23.             Approve an agreement with Systems Innovators for the purchase of software and maintenance in the amount of $166,465 to implement the INovah cashiering software packages.  Approve the fixed asset purchase of INovah cashiering equipment in the amount of $12,535.  Approve the necessary budget adjustments.  (4/5ths vote required)
