At this time, members of the public may comment on any item not appearing on the agenda.  Under state law, matters presented under this item cannot be discussed or acted upon by the Board at this time.  For items appearing on the agenda, the public is invited to make comments at the time the item comes up for Board consideration.  Any person addressing the Board will be limited to a maximum of three (3) minutes so that all interested parties have an opportunity to speak with a total of fifteen (15) minutes allotted for the Public Comment Period.  At all times, please use the microphone and state your name and address for the record.

CONSENT CALENDAR (Number 5 through 19)

 

 

NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

 

Agricultural Commissioner/Sealer

5.                  Approve an agreement with the California Department of Food and Agriculture in the amount of $2,632.05 to provide funding for Pink Bollworm Cotton Plowdown and Host-Free Monitoring Program, retroactive to December 1, 2011 through March 31, 2012.  Find that the Board had authority to enter into the proposed agreement as of December 1, 2011, and that it is in the County's best interest to enter into the agreement on that date.

6.                  Approve an agreement with the California Department of Food and Agriculture in the amount of $6,808 to provide funding for Light Brown Apple Moth detection trapping, retroactive to July 1, 2011 through September 30, 2011.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2011, and that it is in the County's best interest to enter into the agreement on that date.

Auditor/Controller

7.                  Designate October 16 - 22, 2011 as "National Save for Retirement Week."  Support the goals and ideas of "National Save for Retirement Week" including raising public awareness about the importance of adequate retirement savings and the availability of retirement plans.

Board of Supervisors

8.                  Ratify a Proclamation honoring Wal-Mart Distribution Center #6021 on its 20th Anniversary.

County Administrative Office/Capital Projects

9.                  Introduce and waive the first reading of an uncodified Ordinance adjusting the boundaries of the Supervisorial Districts, and repealing the 2001 Ordinance.  Set the second reading for October 18, 2011.

10.             Approve an amendment to Agreement No. 25083 with Gary Interrante Construction for the Ivanhoe Community Center project in the amount of $116,982.  Approve the necessary budget adjustments.  (4/5ths vote required)

11.             Approve a modification to Purchasing Agreement No. 6200 with BMY Construction Group, Inc. to allow the Purchasing Agent to exceed the 10% change order amount.  Authorize the Purchasing Agent to execute all necessary documents.

District Attorney

13.             Accept grant funding in the amount of $611,210 from the California State Controller's Office for the Central Valley Rural Crime Prevention Program for Fiscal Year 2011/2012.  Approve the necessary budget adjustments.  (4/5ths vote required).

14.             Approve the necessary budget adjustment in the amount of $16,319 for the Tulare County DUI Suppression Prosecution and Supervision project for the period of July 1, 2001 through September 30, 2011 (4/5ths vote required).

General Services

15.             Authorization to submit an application to be considered for the San Joaquin Valley Air Pollution Control District Grant in the amount of $100,000 to reduce a significant portion of the cost of an advanced technology vehicle.

Health & Human Services Agency

16.             Approve an amendment to Agreement No. 19959 with Kaweah Delta Health Care District to update the Rate Structure for the Psychiatric Acute Hospitalization for the provision of mental health services, retroactive to July 1, 2011.   Find that the Board had authority to enter into the proposed amendment as of July 1, 2011, and it was in the County's best interest to enter into the amendment on that date.

17.             Approve an agreement with Parenting Network, Inc. in an amount not to exceed a total of $150,000 for the expansion of postpartum depression program services of the Perinatal Wellness Program, retroactive to July 1, 2011 through June 30, 2012.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2011, and it was in the County's best interest to enter into the agreement on that date.

18.             Approve an agreement with Cordes Consulting, Inc. to provide consulting and supportive services for the CALWIN Modernization implementation, TulareWORKs Service Center Model Expansion Project, and the In Home Supportive Services Case Management Information and Payrolling System from November 1, 2011 through October 31, 2012 in an amount not to exceed $132,600.

Resource Management Agency

19.             Introduce and waive the first reading of an Ordinance to elect and implement participation by the County of Tulare and the Tulare County Redevelopment Agency in the Alternative Voluntary Redevelopment Program pursuant to Part 1.9 of Division 24 of the Health and Safety Code based on Assembly Bill X1 27.  Approve the summary of the Ordinance and direct the Clerk of the Board of Supervisors to publish the summary and post a certified copy of the complete Ordinance five (5) days prior to the Ordinance adoption.
