1.                  Request from the Resource Management Agency to approve and award the contract to the lowest responsive and responsible bidder for construction of Road 80 South of St. Johns River to Avenue 384 and Culvert on Avenue 360 (Phase 3).  Authorize the Chairman to sign the contract after review and approval as to form by County Counsel and upon receipt of certificates of insurance, bonds, and evidence that the contractor possesses a valid State Contractors License. Waive the bid irregularities that have been identified regarding the lowest responsive and responsible bidder. Allow funds for contingencies in the amount of ten percent (10%) of the contract amount to cover unexpected construction conditions.

 

 

 

2.                  Request from the Resource Management Agency to direct staff to work with California Rural Legal Assistance/Center for Race Poverty and the Environment (CRLA/CRPE) in developing a grant application for the next round, Round 3, of the Strategic Growth Council's Sustainable Communities Planning Grant and Incentives Program. Alternately, consider additional options available for filing of an additional application for the Strategic Growth Council's Sustainable Communities Planning Grant and Incentives Program: Option 1 - Amend the existing grant application for the Highway Corridor Plan and merge the CRLA/CRPE Proposal; Option 2 - Amend the existing grant application for the Highway Corridor Plan and remove any reference to Economically Disadvantaged Communities from the Highway Corridor Plan; Option 3 - CRLA/CPRE could file a separate grant application without reference to Economically Disadvantaged Communities; and Option 4 - CRLA/CRPE could file a separate grant application for a countywide or regional project.
