4.                  PUBLIC HEARING:  Request from Health and Human Services Agency to waive the Ordinance requirement to hold the Public Hearing within 45 days of receipt of the application for Air Ambulance services to be provided in Tulare County.  Approve a categorical exemption, pursuant to Section 15061 (b) (3) of the State CEQA Guidelines.  Direct the Clerk of the Board to file the Notice of Exemption with the County Clerk. Accept a recommendation by the Tulare County Health Officer to issue an ambulance service provider license for air ambulance services from SkyLife.  Approve an agreement with SkyLife to provide air ambulance services in the County, effective March 12, 2012 through June 30, 2017.

5.                  Ratify a Proclamation Recognizing the Rotary Club of Woodlake on its 70th Anniversary.

6.                  Reappoint Raymond Montano and Rose Hachigian to the Alta Cemetery District for terms ending January 4, 2016.

7.                  Appoint Denise Akins, County Administrative Officer Designee, to the Solid Waste Management Technical Advisory Committee to serve at the Pleasure of the Board.

District Attorney

8.                  Approve an amendment to Agreement No. 24022 with the California Emergency Management Agency to accept grant funding in the amount of $5,137 for the Vertical Prosecution Block Grant Program, retroactive to July 1, 2010 through March 31, 2012. Find that the board had authority to enter into the proposed agreement as of July 1 2010, and that is was in the County's best interest to enter into the agreement on that date.  Approve the necessary budget adjustments. (4/5ths vote required).

9.                  Approve renewal of licensing and maintenance support with Bear Data Solutions for Websense in the amount of $118,280 for the period of April 29, 2012 through April 28, 2013.
