Auditor/Controller

5.                  Approve an amendment to Agreement No. 22900 with SST Benefits Consulting & Insurance Services to extend defined contribution consulting services for another six (6) months effective July 1, 2012 through December 31, 2012.

Board of Supervisors

6.                  Appoint Dr. Cheryl Duerksen to the Community Health Center Board, Health and Human Services Agency Director Seat for a term ending April 18, 2014.

7.                  Reappoint Fern Haller to the Community Health Center Board for a term ending April 18, 2014.

8.                  Reappoint Chris Kapheim, District 4 Representative and Dale Brogan, District 2 Representative to the Tulare County Water Commission for terms ending April 30, 2014.

9.                  Reappoint Gary Whitney and Vern McDonald to the Three Rivers Cemetery District for terms ending January 4, 2016.

10.             Ratify a Proclamation declaring April 22-28, 2012 as National Crime Victims' Week in Tulare County.

11.             Adopt amended Rules of Procedure for the Assessment Appeals Board.

12.             Approve the 2012 Comprehensive Economic Development Strategy Update Report for Tulare County.

County Administrative Office/Capital Projects

13.             Ratify actions taken by the County Administrative Officer during the month of March 2012.

14.             Approve a Memorandum of Understanding with the Superior Court of California, County of Tulare and the Administrative Office of the Courts to reimburse the Superior Court for certain collection vendor commission costs, not to exceed $15,388.

15.             Rescind Board Agreement No. 24583-A.  Approve Amendment Two to Agreement No. 24583 with Tulare County Association of Governments Joint Powers Agreement among the Cities and the County to give Tulare County Association of Governments the authority to implement and manage a Regional Transportation Impact Fee Program and to join the Central Railroad Authority.

16.             Accept the Parking Lot Replacement Project at Oak Avenue and Church Street, Visalia, as a completed project.  Authorize the Chairman of the Board of Supervisors to sign the Notice of Completion for the subject project.  Direct the Clerk of the Board of Supervisors to record the Notice of Completion for the subject project with the office of the Tulare County Recorder.

District Attorney

17.             Approve the Capital Asset purchase of two new vehicles for the Welfare Fraud Program in the amount of $44,000.  Approve the necessary budget adjustments.  (4/5ths vote required)

Health & Human Services Agency

18.             Approve the Memorandum of Understanding to provide services on behalf of Child Welfare Services foster children through cooperation, collaboration, and sharing of appropriate information between the Tulare County Health & Human Services Agency Child Welfare Services Division and Foster Children Advanced Care Foster Family Agency, retroactive to July 1, 2011.  Find that the Board had authority to enter into the proposed Memorandum of Understanding as of July 1, 2011, and that it was in the County's best interest to enter into the Memorandum of Understanding on that date.

19.             Approve an agreement with the California Department of Public Health, Women, Infants, and Children Program in an amount not to exceed $17,325,000, retroactive to October 1, 2011 through September 30, 2014.  Find that the Board had authority to enter into the proposed agreement as of October 1, 2011, and that it was in the County's best interest to enter into the agreement on that date.

20.             Approve an amendment to Agreement No. 24871 with the California Department of Public Health, Office of AIDS, to provide necessary infection information and service prioritization and delivery in an amount not to exceed $550,475, retroactive to July 1, 2010 through June 30, 2013. Find that the Board had authority to enter into the proposed amendment as of July 1, 2010, and that it was in the County's best interest to enter into the agreement on that date.

21.             Approve the Memorandum of Understanding between Walden University and Tulare County Health & Human Services Agency, Public Health Division, to provide supervised educational field experience for students enrolled in Walden University's Graduate Program, retroactive to March 1, 2012 through June 30, 2014.  Find that the Board had authority to enter into the proposed Memorandum of Understanding as of March 1, 2012, and that it was in the best interest of the County to enter into the Memorandum of Understanding on that date.

Information & Communications Technology

22.             Approve an agreement with IBM Credit LLC in an amount not to exceed $147,300 to provide software installation, maintenance services, and licensing for the period of July 1, 2012 through June 30, 2015.

 

Resource Management Agency

23.             Approve a Relinquishment Agreement with the State of California, acting through Caltrans, and the County of Tulare for specified collateral facilities at the intersection of State Route 63 (Mooney Boulevard) and Avenue 256.  Authorize the Chairman to sign the agreement on behalf of the Board of Supervisors, subject to review and approval as to form by County Counsel.

24.             Approve an agreement in an amount not to exceed $830,000 with Self-Help Enterprises, Inc. to provide management services for the Housing Rehabilitation Program and the First Time Homebuyer Program funded by Grant No. 10-HOME-6795.  Adopt HOME First Time Homebuyer Mortgage Assistance Program Participation Guidelines.  Adopt HOME Owner- Occupied Housing Rehabilitation Participation Guidelines.

25.             Accept the work for construction of the Betty Drive - Avenue 312 Realignment and Improvement Project Phase 2A as completed by Construction Development Systems, of Fresno, California.  Authorize the Chairman to sign the Notice of Completion.  Direct the Clerk of the Board to notarize the Chairman's signature and have the Notice of Completion recorded with the County Recorder.

Sheriff/Coroner

26.             Approve the Capital Asset sole-source purchase of a camera security system for the Sheriff's Pre-Trial Adult Detention Facility in an amount not to exceed $140,000.  Authorize the Purchasing Agent to waive the formal bidding process and make the sole-source purchase.  Approve the necessary budget adjustments.  (4/5ths vote required)

27.             Approve a Memorandum of Understanding with Tulare County Agencies Regional Gang Enforcement Team for a multi-agency task force for gang suppression, retroactive to March 1, 2012, and remaining in effect until terminated by notice.  Find that the Board had the authority to enter into the proposed Memorandum of Understanding as of March 1, 2012, and that it was in the County's best interest to enter into the agreement on that date.
