NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

 

Agricultural Commissioner/Sealer

7.                  Approve additional Unclaimed Gas Tax payment of $160,587 from the California Department of Food and Agriculture and additional Pesticide Mill Assessment payment of $6,375 from the California Department of Pesticide Regulation.  Approve the Capital Asset purchase for replacement vehicles in the amount of $166,962.  Approve the necessary budget adjustments.  (4/5ths vote required)

Board of Supervisors

8.                  Ratify a Proclamation honoring Bill Sharman for his Inspirational Career and Induction to the Porterville Hall of Fame.

9.                  Reappoint Steven Worthley to the Local Agency Formation Commission (LAFCO) for a term ending May 2016 (1st Monday).

10.             Reappoint George G. Clausen to the Woodlake Public Cemetery District for a term ending January 4, 2016.

County Administrative Office/General Services

11.             Approve an amendment to Agreement No. 24828 between the County of Tulare and Exeter District Ambulance, CHL EMS Inc. d.b.a. American Ambulance of Visalia, and American Medical Response West d.b.a. Mobile Life Support for space located at 32490 Hwy 198 in the community of Lemon Cove, retroactive to July 1, 2011.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2011, and that it was in the County's best interest to enter into the agreement on that date.

12.             Approve sending a letter in opposition of Assembly Bill 1585 (Perez) which would make a number of changes to the redevelopment dissolution process.

Information and Communications Technolgy

13.             Approve an agreement with Beels Consulting in an amount not to exceed $99,000 to provide email and data storage enhancements.

Probation

14.             Approve an agreement with Government Payment Service, Inc. for processing credit card payments, effective April 24, 2012 through April 23, 2013.  Authorize the Chief Probation Officer to issue a 30-day notice to Vitalcheck, Inc. to terminate its existing agreement (Tulare County Agreement No. 23135).

Resource Management Agency

15.             Approve the Measure R Program Supplement to Cooperative Agreement for the Road 80 (Phase 2) from Avenue 384 to Avenue 416 project in the amount of $786,803.

16.             Approve the Measure R Program Supplement to Cooperative Agreement for the Road 80 from South of the St Johns River to Avenue 384 and Culvert on Avenue 360 (Phase 3) project in the amount of $3,762,785.

17.             Approve a contract with the Southern California Edison Company for the extension of an electric distribution line to serve a traffic signal at the intersection of Avenue 264 and Road 108.  Authorize the Chairman to sign the contract, subject to review and approval as to form by County Counsel.

18.             Approve the Plans, Special Provisions, Proposal and Contract for the Construction of the Avenue 416 Replacement Bridge over the Kings River.  Authorize the Chairman of the Board to sign the Plans.  Approve the advertisement for bids of the Construction of the Avenue 416 Replacement Bridge over the Kings River.  Set the bid opening date for 2:00 p.m. May 30, 2012.

Sheriff/Coroner

19.             Ratify and approve an amendment to Agreement No. 23774 with the California Emergency Management Agency to increase funding by $4,170 for the Tulare County Sexual Assault Felony Enforcement Program, retroactive to July 1, 2010 through December 31, 2012.  Ratify the Chairman's signature on the amendment to Agreement No. 23774.  Find that the Board had authority to enter into the amendment as of July 1, 2010, and that it was in the County's best interest to enter into the agreement on that date.  Approve the necessary budget adjustments.  (4/5ths vote required)
