6.                  PUBLIC HEARING:   Request from the Resource Management Agency to adopt Planning and Development fee adjustments in accordance with Health and Safety Code Section 17951 and Government Code Sections 54986, 65909.5, 66014, 66016 and 66451.2 as listed in the 2012/2013 Summary of Proposed Fees.  Authorize the Resource Management Agency to implement the fees beginning July 1, 2012.

7.                  Appoint Don Sharp, Public Member Representative to the Redevelopment Successor Agency Oversight Board to serve at the pleasure of the Board.

8.                  Reappoint Keith Watkins, At-Large Member to the Tulare County Water Commission for a term ending April 30, 2014.

Child Support Services

9.                  Approve the Capital Asset purchase of five (5) video conferencing systems in an amount not to exceed $16,000 per system.  Authorize the Purchasing Agent to waive the formal bidding process and accept the Western States Contracting Alliance #7-08-70-13.  Authorize the Tulare County Purchasing Agent to take the necessary steps to order these assets during the current fiscal year.  Approve the necessary budget adjustments.  (4/5ths Vote Required)

County Administrative Office/General Services/Property Management

10.             Approve June 5, 2012 at 10:30 a.m. as the date and time to receive public comment regarding the Board's intent to consummate the purchase of real property described as 900 W. Grand Avenue in the City of Porterville.  Instruct the County Administrative Officer, or his designee, to publish the attached Exhibit "A" Notice of Intent to Purchase Real Property once a week for three (3) consecutive weeks pursuant to Government Code Sections 25350 and 6063.

Health & Human Services Agency

11.             Reaffirm the establishment of the Tulare County Child Protection Coordinating Council as the designated Child Abuse Prevention Council for Tulare County.  Reaffirm the designation of the Tulare County Child Protection Coordinating Council as the council responsible for the administration of the Counties Children's Trust Fund.

12.             Approve an increase in the Capital Asset line (3021-7071) for Fiscal Year 2011/2012 budget in the amount of $7,000 for the purchase of two (2) Kirby-Lester KL20n Automated Tablet/Capsule Counting Machines.  Approve the necessary budget adjustments.  (4/5ths vote required)

13.             Authorize budget adjustments for the California Children's Services for Fiscal Year 2011/2012, retroactive to July 1, 2011.  Approve the necessary budget adjustments through the attached AUD 308 (4/5ths vote required).

14.             Authorize the Tulare County Director of Mental Health to sign the County Certification and submit the Mental Health Services Act, Community Services and Supports Plan (CSS) and Prevention and Early Intervention (PEI) Plan Update for Fiscal Year 2011/2012 to the Mental Health Services Oversight and Accountability Commission (MHSOAC).  Approve the adjustment in the capital asset line and FY 2011/2012 budget in the amount of $160,000 to purchase digital signage and video conferencing equipment for the expansion of the Tulare County Digital Signage project to local Family Resource Centers.  Approve the necessary budget adjustments.  (4/5ths vote required)

15.             Approve an agreement with the California State Association of Counties (CSAC) in the amount of $137,825, related to the Welfare Client Data Systems (WCDS) Consortium, effective July 1, 2012 through June 30, 2013.

16.             Approve the agreements between Tulare County Health & Human Services Agency and the Sub-recipients of the Fiscal Year 2011 Homeland Security Grant Program: Cities of Dinuba, Farmersville, Porterville, Tulare and Visalia.

Human Resources & Development

17.             Approve the Side Letter Agreement with the Tulare County Deputy Sheriff's Association regarding changing the compensation for Deputies with canine assignments from Federal minimum wage to the State of California minimum wage.

Resource Management Agency

18.             Declare the intent to vacate the roads within Tract No. 759, El Rio Estates northeast of Visalia.  Set a Public Hearing for June 5, 2012 at 10:30 a.m. or thereafter, in the Board of Supervisors Chambers, 2800 W. Burrel Avenue, Visalia to consider the vacation of the aforementioned roads.  Direct the Resource Management Agency to publish and post the notice of public hearing in accordance with the Streets and Highways Code.

19.             Prohibit parking of vehicles on Avenue 416 for 500 feet east and west of the Kings River Bridge.

20.             Approve an amendment to Agreement No. 24711 with Aries Consultants LTD to extend the term of the agreement to January 1, 2013 for planning services to update the Tulare County Comprehensive Airport Land Use Plan.

Sheriff/Coroner

21.             Authorize submittal of an online application for a Fiscal Year 2012 Edward Byrne Memorial Justice Assistance Grant from the U.S. Department of Justice to fund school resource officers with a retroactive term of October 1, 2011, through September 30, 2015.

22.             Approve the Capital Asset purchase for multi-band radios in an amount not to exceed $28,584.  Approve the necessary budget adjustments.  (4/5ths vote required)

23.             Authorize the Purchasing Agent to approve Purchasing Agreement No. 6359 with the Culter Christian Worship Center for providing services for the Cutler-Orosi Weed & Seed Program, retroactive to October 1, 2010 through June 30, 2012.  Ratify and approve the Purchasing Agent's signature on the proposed agreement.  Find that the Purchasing Agent had the authority to enter into the proposed agreement as of October 1, 2010, and that it was in the County's best interest to enter into the agreement on that date.

24.             Request from the Board of Supervisors to approve the funding awards for the Step Up Service Learning Grant Program as recommended by the Tulare County Youth Commission as follows:  District 3 - Visalia Technical Education Center ($5,000) to perform a service learning project with students from their school; and District 5 - Granite Hills High School ($5,000) and Burton Pathways Charter High School ($5,000) to perform a service learning project with students from their schools with the provision that each receive technical assistance in recruiting at-risk students as well as fulfilling the service portion of their grant.  Update the official duties of the Youth Commission to include the review and recommendation of all Service Learning Grants.  Authorize the Chairman of Board to sign the grant agreements, subject to review and approval as to form by County Counsel.

25.             Request from the Board of Supervisors to approve a letter of opposition to litigation brought against the Sequoia and Kings Canyon National Parks by the High Sierra Hikers Association regarding the effects of horses and pack mules on the wilderness.

26.             Presentation given by the Registrar of Voters regarding the changes made with the new Federal, State and County redistricting and the changes in the Election Precincts.
