At this time, members of the public may comment on any item not appearing on the agenda.  Under state law, matters presented under this item cannot be discussed or acted upon by the Board at this time.  For items appearing on the agenda, the public is invited to make comments at the time the item comes up for Board consideration.  Any person addressing the Board will be limited to a maximum of three (3) minutes so that all interested parties have an opportunity to speak with a total of fifteen (15) minutes allotted for the Public Comment Period.  At all times, please use the microphone and state your name and address for the record.

CONSENT CALENDAR (Number 6 through 15)

 

 

NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

Auditor-Controller/Registrar of Voters

6.                  Approve an amendment to Agreement No. 21884 with the Superior Court of California, County of Tulare, to allow court employees to continue participating in Tulare County's Defined Contribution Plan, retroactive to January 1, 2007.  Find that the Board had authority to enter into the agreement as of January 1, 2007, and that it was in the County's best interest of the County to enter into the agreement on that date.

7.                  Declare candidates elected to the Democratic Party Central Committee (Election Code 7228) and Republican Party Central Committee (Election Code 7423).

County Administrative Office

8.                  Ratify actions taken by the County Administrative Officer during the month of April 2012 regarding Good Works Agreements.

9.                  Approve sending a letter of concern regarding the regulatory conclusions included in the SBX2 1 Nitrate in California's Drinking Water With a Focus on Tulare Lake Basin and Salinas Valley Groundwater Report.

District Attorney

10.             Approve an agreement with the State of California, Victim Compensation and Government Claims Board in the amount of $494,112 to provide funding for the Victim Witness Assistance Program for the period of July 1, 2012 through June 30, 2015.

Resource Management Agency

11.             Approve an amendment to Memorandum of Understanding No. 25001 between Tulare County and the City of Dinuba regarding Tulare County's General Plan Update.  Approve the letter of support for the proposed Municipal Service Review and Sphere of Influence for the City of Dinuba.  Direct the Vice-Chair to execute the letter of support and forward said letter to the Tulare County Local Agency Formation Commission.

12.             Authorize the Chairman to accept Grant Deeds from the County of Tulare, as Successor Agency to the former Tulare County Redevelopment Agency, to the County of Tulare, as Housing Successor.  Direct the Clerk of the Board to record the Grant Deeds.

 

13.             Authorize and establish the County of Tulare as the Housing Successor Agency of the former Tulare County Redevelopment Agency.  Adopt a resolution electing to retain the housing assets, functions, rights, powers, liabilities, duties and obligations previously performed by the Redevelopment Agency pursuant to Health and Safety Code Section 34176(a).
