Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board. All items under the Consent Agenda are normally approved by one motion. If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

2. Approve the Compensation Program and Personnel Rule revisions for Unrepresented Employees in Bargaining Units No 9 - Probation Management, 10 - Executive Management and Department Heads, 11 - Assistant Department Heads, 19 - Mid-Management, 20 - Professionals, 21 - Confidential Clerical and 23-Fire Officers, effective July 29, 2012: Each employee having qualified for a merit increase during the period of August 1, 2009 through July 29, 2012 will be placed at the step in the range which in the absence of the suspension would have taken effect during the period of August 1, 2009 through July 29, 2012; Each employee having qualified for a flexible promotion during the period of August 1, 2009 through July 29, 212 will be placed at the Classification level which in the absence of the suspension would have taken effect during the period of August 1, 2009 through July 29, 2012; Continue with the current suspension of the County's matching contribution, to the Deferred Compensation program for Fiscal Year 2012/13; Continue with the current suspension of the Sick Leave Buy Back program for Fiscal Year 2012/13; Implement a new Administrative Regulation regarding Travel & Training Time to codify when travel and training time is compensable for employees covered by the overtime provisions of the Fair Labor Standards Act; and Personnel Rule changes that are subject to meet and confer with the bargaining units before the Personnel Rules can be modified and they include: Vacation Donation; At-Will Employee Definition; Workers' Compensation Leave; Accounting for Sick Leave Used; Review of Sick Leave usage; and Domestic Violence Leave.

These sessions are not open to the public and may not be attended by members of the public. The matters the Board will meet on in closed session are identified below or are those matters appropriately identified in open session as requiring immediate attention and arising after the posting of the agenda. Any public reports of action taken in the closed session will be made in accordance with Government Code sections 54957.1
