1.                  Request from Human Resources and Development to declare October 16, 2012 as "Pink Tuesday" for Tulare County employees and encourage participation in breast cancer awareness activities in October as well as mammography screenings for County employees in November.

NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

 

Agricultural Commissioner/Sealer

4.                  Approve an agreement with the California Department of Food and Agriculture for providing State subvention in the amount of $149,378 to offset costs of providing European Grapevine Moth detection trapping services, retroactive to July 1, 2012 through June 30, 2013.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2012, and that it was in the County's best interest to enter into the agreement on that date.

5.                  Approve an agreement with the California Department of Food and Agriculture for providing State subvention in the amount of $203,897 to offset costs of providing Asian Citrus Psyllid detection trapping services, retroactive to July 1, 2012 through June 30, 2013.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2012, and that it was in the County's best interest to enter into the agreement on that date.

6.                  Approve an agreement with the California Department of Food and Agriculture for providing State subvention in the amount of $23,898.58 to offset costs of providing Sudden Oak Death inspection services, retroactive to July 1, 2012 through June 30, 2013.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2012, and that it was in the County's best interest to enter into the agreement on that date.

7.                  Approve an agreement with the California Department of Food and Agriculture for providing State subvention in the amount of $33,695 to offset costs of providing Nursery inspection services, retroactive to July 1, 2012 through June 30, 2013.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2012, and that it was in the County's best interest to enter into the agreement on that date.

County Administrative Office/General Services

8.                  Approve an amendment to Agricultural Lease Agreement No. 25634 with Padula Farms, Inc. to remove 18.46 acres from the original 73.96 acres documented in the original agreement.

Health & Human Services Agency

9.                  Approve an amendment to Agreement No. 6135 with McWilliams Mailliard Technology Group, Inc. in an amount not to exceed a total of $6,200 for the provision of user software license, subscription, and support, retroactive to July 1, 2012 through December 31, 2012.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2012, and that it was in the County's best interest to enter into the agreement on that date.

10.             Approve an amendment to Agreement No. 24471 with Community Services and Employment Training, Inc., to increase the amount by $12,000, retroactive for the period of October 1, 2011 through September 30, 2012; and to extend the agreement to provide pre-employment counseling, skills assessment, education, and life skills training for the Youth Transitions Program in an amount not to exceed $975,000, retroactive to October 1, 2012 through September 30, 2013.  Find that the Board had authority to enter into the proposed amendment and increase for Fiscal Year 2011/2012 as of October 1, 2011, and that it was in the County's best interest to enter into the amendment and increase on that date.

Information & Communications Technology

11.             Approve the renewal with Netsmart Technologies in an amount not to exceed $110,132 to provide license and support of Comprehensive Managed Health Care/Management Information System (CMHC/MIS) software for the period of January 1, 2013 to December 31, 2013.

12.             Approve the renewal with IBM in an amount not to exceed $114,812 to provide software license and maintenance, retroactive to July 1, 2012 through June 30, 2013.  Find that the Board had authority to enter into the proposed renewal as of July 1, 2012, and that it was in the County's best interest to enter into the renewal on that date.

Resource Management Agency

13.             Ratify and approve an agreement with the State of California for cost reimbursement of transit operating expenses, retroactive to July 1, 2011 through December 31, 2012.  Find that the Board had the authority to enter into the proposed agreement as of July 1, 2011, and that it was in the County's best interest to enter into the agreement on that date.  Ratify the Chairman's signature on the Standard Agreement.  Authorize the Chairman of the Board to sign the reimbursement request upon approval of the agreement by the State.

14.             Approve an amendment to Agreement No. 24817 with Tulare County Association of Governments to extend the term of the agreement to May 31, 2013 for providing transit services to the College of Sequoias, retroactive to August 1, 2012 through May 31, 2013.  Find that the Board had the authority to enter into the proposed amendment as of August 1, 2012, and that it was in the County's best interest to enter into the amendment on that date.

15.             Accept the work for construction of the Traffic Signal at Avenue 280 and Road 180 as complete by Madco Electric, Inc. of Selma, California.  Authorize the Chairman to sign the Notice of Completion. Direct the Clerk of the Board to have the Notice of Completion recorded with the County Recorder.

16.             Authorize the Capital Asset purchase of three water pumps for Tulare County Flood Control District. Approve the necessary budget adjustments. (4/5ths vote required)

17.             Approve an amendment to Agreement No. 22690 with the Cutler-Orosi Unified School District for providing a School Resource Officer on district campuses, retroactive to July 1, 2012 and extending through June 30, 2013.  Find that the Board had the authority to enter into the proposed amendment as of July 1, 2012, and that it was in the County's best interest to enter into the agreement on that date.
