CONSENT CALENDAR (Number 5 through 13)

 

 

NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

 

Agricultural Commissioner/Sealer

5.                  Approve an agreement with the California Department of Food and Agriculture in the amount of $1,160,000 to provide funding for an area wide Glassy-winged Sharpshooter Management Program, retroactive to December 1, 2012.  Find that the Board had authority to enter into the proposed agreement as of December 1, 2012, and that it was in the County's best interest to enter into the agreement on that date.  Approve the necessary budget adjustments (4/5ths vote required).

6.                  Reappoint Dr. Karen Haught, M.D., Public Officer, to the Health Advisory Board for a term ending February 1, 2016.

7.                  Appoint David Byl, Ambulance Dispatch-TCCAD#3, and David W. Rozell, Public Health-County Health #29, to the Emergency Medical Care Committee to serve at the pleasure of the Board.

Health & Human Services Agency

8.                  Approve an agreement with San Joaquin Valley College for a clinical training program for students enrolled in licensed vocational nursing classes, retroactive to October 1, 2012 through September 30, 2017. Find that the Board had authority to enter into the proposed agreement as of October 1, 2012, and that it was in the County's best interest to enter into the agreement on that date.

9.                  Approve an agreement with Tulare County Office of Education Choices Prevention Program for the Reduction and Elimination of Stigma Through Art Targeted Education (RESTATE) project in an amount not to exceed $587,999, retroactive to January 1, 2013 through June 30, 2014.  Find that the Board had authority to enter into the proposed agreement as of January 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

10.             Approve an agreement with Tulare County Office of Education Choices Prevention Program for the Signs of Suicide Program in an amount not to exceed $257,997, retroactive to January 1, 2013 through June 30, 2013.  Find that the Board had authority to enter into the proposed agreement as of January 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

11.             Approve an amendment to Agreement No. 22153 with GE Medical Systems Information Technologies, Inc., in an amount not to exceed $286,333 to provide Electronic Medical Records and Patient Management System to manage the clinics and financial payment information for the patients at the clinics, retroactive to July 1, 2012 through June 30, 2014.  Find that the Board had authority to enter into the proposed amendment as of July 1, 2012, and that it was in the County's best interest to enter into the amendment on that date.

Resource Management Agency

12.             Set March 19, 2013 at 9:30 a.m. for the required Public Hearing to consider a request for a solid waste collection rate increase from the Tulare County Refuse Removal Association for Service Areas A, B, C, D, E, G, H, and J.

Sheriff/Coroner

13.             Approve an agreement with the College of Sequoias in the amount of $4,125 for full-time dispatch services for January 1, 2013 through June 30, 2014.  Find that the Board had authority to enter into the proposed agreement as of January 1, 2013, and it was in the County's best interest to enter into the agreement on that date.  Approve the necessary budget adjustments (4/5ths vote required).

14.             Request from the Fire Department to approve an agreement with the City of Lindsay for cooperative fire protection, retroactive to January 1, 2013 until terminated by either party according to the terms of the agreement.  Find that the Board had the authority to enter into the proposed agreement as of January 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

15.             Request from Human Resources & Development to waive the second reading and adopt the Ordinance to amend Section 1-07-1055 of Chapter 7 of Part 1 of the Ordinance Code of Tulare County pertaining to retirement contributions by thirty (30) year Tier IV members.  Direct the Clerk of the Board to publish the Ordinance after adoption as required by law.
