NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

 

Auditor-Controller/Registrar of Voters/Treasurer-Tax Collector

7.                  Approve request from the Woodlake Unified School District to change from odd-to-even numbered year elections, with the election to be consolidated with the General Election.

8.                  Approve request from the Visalia Public Cemetery District for withdrawal of operating funds from the County Treasury per Health and Safety Code 9077.  Formally concur with a March 15, 2013 date for withdrawal of their operating funds.

Board of Supervisors

9.                  Adopt a Resolution proclaiming 2013 as "The Year of the Child."

10.             Appoint Michael Waters, Mutually Selected Member - Alternate to the Indian Gaming Local Community Benefit Committee for a term ending June 30, 2016.

County Administrative Office/General Services - Property Management

11.             Approve authority to vote on the City of Visalia monthly Kaweah Lake Enlargement property-based fee.  Direct the County Administrative Officer to mark ballot against continuation of the property-based fee.  Direct the County Administrative Officer to submit the ballots for receipt no later than March 18, 2013.

District Attorney

12.             Approve a grant award agreement with John Snow Inc. in the amount of $1,305 to provide a women's health symposium funded by the United States Department of Health and Human Services, Office on Women's Health, for Fiscal Year 2012/2013.  Approve the necessary budget adjustments (4/5ths vote required).

Information & Communications Technology

13.             Approve renewal of licensing and maintenance support with Bear Data Solutions for Websense in the amount of $117,960 for the period of April 29, 2013 to April 28, 2014.

14.             Approve an amendment to Agreement No. 14242 with CGI Technologies and Solutions Inc. to extend the term of the agreement to June 30, 2013 and increase services provided from $377,250 to $475,250 for ongoing maintenance of the AFIN software and the next phase of the upgrade from Advantage Financial 3.6.1 to 3.8.0.2, retroactive to December 31, 2012 through June 30, 2013.  Find that the Board had authority to enter into the proposed statement of work as of March 12, 2013, and that it was in the County's best interest to enter into the agreement on that date.

Resource Management Agency

15.             Approve the prohibition of on-street parking of vehicles at the curb for a distance of 70 feet along the north side of West North Grand Avenue east of Rose Street near the City of Porterville.

16.             Declare its intention to order and does hereby order the dissolution of the assessment district known as Assessment District No. 05-759R-Visalia of the County of Tulare, State of California.  Direct the Clerk of the Board of Supervisors to file and record certified copies of the Resolution dissolving such district and rescinding the maps filed and recorded with the County Recorder entitled "Proposed Boundaries, Assessment District No. 05-759R-Visalia of the County of Tulare, State of California" (Recorded in Book 1 of Maps on Assessments and Community Facilities Districts at Page 89), and "Assessment Diagram, Assessment District No. 05-759R-Visalia of the County of Tulare, State of California" (Recorded in Book 1 of Maps on Assessments and Community Facilities Districts at Page 90), and a Notice of Assessment for Assessment District No. 05-759R-Visalia substantially in the form set out in Streets and Highways Code section 3114(f) (Recorded Document No. 2006-0057653), and the assessments imposed thereby, with the county recorder.  Direct the Auditor to equally reimburse any unspent funds in the appropriate M-Fund budget (M02-M02-2000-6010) to each property owner within Assessment District No. 05-759R-Visalia.

17.             Authorize the submittal of Federal Transit Act Section 5311 grant application to Caltrans, in the amount of $180,000.  Authorize the Chairman to sign the grant application.
