9.                  PUBLIC HEARING: Request from the Resource Management Agency to approve the Agricultural Preserve Diminishment No. PAD 11-001 for the diminishment of a portion of Agricultural Preserve No. 2272, a total of 640 acres in two parcels owned by Atwell Island Water District, located 1.5 miles northeast of the intersection of Road 40 and County Line Avenue, 4.5 miles south of Alpaugh.  Approve the Categorical Exemption consistent with the California Environmental Quality Act (CEQA) and the State CEQA Guidelines, pursuant to Title 14 California Code of Regulations, Section 15305, Class 5, pertaining to Minor Alterations to Land Use Limitations that do not result in changes in land use or density; and General Rule Exemption, Section 15061 (b) (3) and direct the Environmental Assessment Officer to file the Notice of Exemption with the Tulare County Clerk.

Board of Supervisors

10.             Ratify a Proclamation honoring the City of Lindsay on its 40th Anniversary as an Ono Sister City.

County Administrative Office

11.             Approve sending a letter of opposition to SCA 11 (Hancock), which would lower the voter approval threshold for special taxes to 55 percent, and SCA 8 (Corbett) and SCA 9 (Corbet), which would lower the threshold for special taxes to 55 percent for transportation and community and economic development projects respectively.

12.             Proclaim May 13-17, 2013 as Juror Appreciation Week in Tulare County.

Health & Human Services Agency

13.             Approve the agreement with the California Department of Corrections and Rehabilitation/California Correctional Health Care Services in an amount not to exceed $9,000 for the TulareCare Low Income Health Program, retroactive from March 15, 2013 through June 30, 2014.  Find that the Board had authority to enter into the proposed agreement as of March 15, 2013, and that it was in the County's best interest to enter into the agreement on that date.

14.             Ratify and approve the signature of the Chairman of the Board on an agreement with Tulare Community Health Clinic to allow Tulare County Health & Human Services Agency (HHSA), Visalia Health Center Pharmacy, to become a contract pharmacy to dispense medication at 340B pricing to clients enrolled in TulareCare, the Low Income Health Program, retroactive to April 15, 2013 through December 31, 2013.  Find that the Board had the authority to enter into this Agreement as of April 15, 2013, and that it was in the County's best interest to enter into the agreement on that date.

Information & Communications Technology

15.             Approve the renewal with AutoMon, LLC in an amount not to exceed $104,582 to provide maintenance and support for Caseload Explorer for the period of July 1, 2013 to June 30, 2014.

Resource Management Agency

16.             Approve the Plans, Special Provisions, Proposal and Contract for construction of pedestrian improvements in the Main Street Transportation Enhancement Project in the community of Pixley, subject to review and approval as to form by County Counsel.  Authorize the Chairman to sign the plans.  Approve the advertisement of the Main Street Transportation Enhancement Project.  Set the bid opening date for Tuesday, May 28, 2013 at 2:00 p.m.

17.             Approve an agreement with Fresno County for inspection services at two Tulare County owned open pit surface mines.  Authorize the Chairman to sign the agreement, subject to review and approval as to form by County Counsel.
