7.                  PUBLIC HEARING:  Request from the Solid Waste Department to consider applications for Refuse Hauling Licenses for Area D and Area E from Mid Valley Disposal.  Approve the applications for Refuse Hauling Licenses for Area D and Area E from Mid Valley Disposal.  Direct the Tax Collector to collect the fee and issue the licenses to Mid Valley Disposal for Area D and Area E.

NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

 

Agricultural Commissioner/Sealer

8.                  Approve an agreement with the California Department of Food and Agriculture for providing State subvention in the amount of $34,999 to offset costs of providing Nursery inspection services, retroactive to July 1, 2013 through June 30, 2014.  Find that the Board had the authority to enter into the proposed Agreement as of July 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

Capital Projects and Facilities

9.                  Award the contract for the Youth Facility Roofing Project at 11150 Avenue 368, Visalia to the lowest responsible bidder, Cool Roofing Systems, Inc., 1286 Dupont Court, Manteca, CA 95336, in the amount of $196,000.00.  Authorize the Chairman to sign the construction agreement upon receipt of certificates of insurance, bonds, license verification and contract, subject to review and approval as to form by County Counsel.

County Administrative Office

10.             Approve an amendment to Agreement No. 21234 with First 5 Tulare County to extend the term of the agreement to June 30, 2014 for support services, retroactive to July 1, 2013. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

Health & Human Services Agency

11.             Approve an amendment to Agreement No. 24080 with the Department of Health Care Services for the Medi-Cal Administrative Activities Program, retroactive to June 1, 2013 through June 30, 2014. Find that the Board had authority to enter into the proposed amendment as of June 1, 2013, and that it was in the County's best interest to enter into the amendment on that date.

12.             Approve an agreement with the Centers for Disease Control and Prevention (CDC) for the Public Health Associate Program from July 23, 2013 through July 8, 2015.

13.             Approve the Low Income Health Program Federal Funds Claiming Agreement with Tulare Local Health Care District for the TulareCare Low Income Health Program, retroactive to March 15, 2013 through June 30, 2014. Find that the Board had authority to enter into the proposed agreement as of March 15, 2013, and that it was in the County's best interest to enter into the agreement on that date.

14.             Approve the Memorandum of Understanding between Tulare County and Visalia Breakfast Rotary Community Support Association for the donation and dissemination of Automated External Defibrillators into the community.

Human Resources & Development

15.             Approve the Memorandum of Understanding between the County of Tulare and the District Attorneys Criminal Investigators Association of Tulare County, Bargaining Unit 22.

16.             Approve the adoption of changes in the terms and conditions of employment for employees in Unit 2- Crafts/Trades.

Resource Management Agency

17.             Approve the submission of the grant application to the Highway Safety Improvement Program for Avenue 152 Corridor Improvements in the amount of $1,500,000.  Authorize the Assistant Director - Public Works to sign the grant application.

18.             Approve the submission of the grant application to the Highway Safety Improvement Program for Various Intersection Improvements in the amount of $1,500,000.  Authorize the Assistant Director - Public Works to sign the grant application.

Sheriff/Coroner

19.             Approve an agreement with the Visalia Unified School District for the Sheriff to provide a School Resource Officer at Charter Alternatives Academy from August 15, 2013 through June 6, 2014. The agreement does not apply to the district's Christmas vacation period of December 23, 2013 to January 10, 2014.

20.             Approve an agreement with Microcorre Diagnostic Laboratory in the amount of $264,000 to provide pathology services for the period of July 1, 2013 through June 30, 2015.  Find that the Board had the authority to enter into the proposed agreement as of July 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

21.             Request from the County Administrative Office to consider, modify as needed, and approve the response to the Tulare County Grand Jury 2012/13 Final Report regarding the report entitled, "Tulare County Juvenile Detention Facility." Authorize the Chairman to sign the response letter.

22.             Request from the County Adminstration Office to approve sending a Letter of Position for the 2014 Water Bond.

23.             Request from the Resource Management Agency to receive a report regarding the protest letters received protesting the user fee increase proposed for the El Rancho Sewer, Delft Colony Sewer, Tonyville Sewer, Tooleville Sewer, Yettem Sewer, Wells Tract Sewer and Wells Tract Water zones of benefit in County Service Areas 1 and 2.  Acknowledge that a written protest against the proposed user fee increase was received from a majority of the owners/tenants of the properties affected by the proposed user fee increase in the El Rancho Sewer, Tonyville Sewer, Tooleville Sewer, Wells Tract Sewer and Wells Tract Water zones of benefit.  Approve the user fees with no change in the user fees that were adopted on August 14, 2012 as Resolution No. 2012-0662 for El Rancho Sewer, Tonyville Sewer, Tooleville Sewer, Wells Tract Sewer and Wells Tract Water zones of benefit.
