4.                  PUBLIC HEARING:  Request from the Resource Management Agency to hold a public hearing in accordance with Streets and Highways Code Section 100.22 and receive public testimony regarding the adoption of a Freeway Agreement by and between the County of Tulare and the State of California Department of Transportation (Caltrans) for State Highway Route 99 from Cartmill Avenue to one mile south of State Route 198.  Direct the Clerk of the Board of Supervisors to return a certified copy of the Resolution to the Resource Management Agency for transmittal to Caltrans.

6.                  Approve an agreement with the California Department of Food and Agriculture for providing State subvention in the amount of $1,474 to offset the costs of providing the Pink Bollworm Cotton Plowdown and Host-Free Monitoring Program, effective December 1, 2013 through March 31, 2014.

Auditor-Controller/Registrar of Voters/Treasurer-Tax Collector

7.                  Approve an amendment to Agreement No. 25087 with System Innovators a Division of N Harris Computer Corp. for an additional service request to customize the base sales tax functionality in iNovah, the Treasury/Tax Collector's cashiering system.  Authorize the County Administrative Officer to approve future service requests up to $5,000 per year.

Board of Supervisors

8.                  Appoint Krystle Contreras, District 5 - Seat 1 to the Tulare County Youth Commission for a term ending June 30, 2014.

9.                  Appoint Jason Nichols to the Health Advisory Committee for a term ending February 1, 2014.

10.             Appoint Mark Larsen, Ex Officio IRWMP Group to the Tulare Lake Basin Disadvantaged Community Water Study Stakehold Oversight Advisory Committee for a term ending November 30, 2014.

Health & Human Services Agency

11.             Approve the Memorandum of Understanding to provide services on behalf of Child Welfare Services foster children through cooperation, collaboration, and sharing of appropriate information between the Tulare County Health & Human Services Agency (HHSA) Child Welfare Services Division and Pathway Family Services, Inc. Foster Family Agency, effective upon signature through June 30, 2016.

12.             Approve an agreement with Kings View Corporation for the South County Mobile Unit to provide mental health services in an amount not to exceed $471,305, retroactive to July 1, 2013 through December 31, 2013.  Find that the Board had the authority to enter into the proposed agreement as of July 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

13.             Approve an agreement with Kings View Corporation for the South County One-Stop Center to provide Mental Health services in an amount not to exceed $363,714, retroactive to July 1, 2013 through December 31, 2013.  Find that the Board had the authority to enter into the proposed agreement as of July 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

14.             Approve the an agreement with the California Department of Public Health, Emergency Preparedness Office in the amount of $324,751 for the Public Health Emergency Preparedness, Center for Disease Control Base Allocation as follows:  $260,246 for the Laboratory Allocation, retroactive to July 1, 2013 through June 30, 2014; $257,302 for the Hospital Preparedness Program Allocation, retroactive to July 1, 2013 through June 30, 2014; and $75,310 for the State Grant Fund Pandemic Influenza Allocation, retroactive to July 1, 2013 through June 30, 2014 for an amount  totaling $917,609. Find that the Board had authority to enter into the proposed agreement as of July 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

Information & Communications Technology

15.             Authorize the County to sponsor a Tech Fair for all Tulare County employees.  Authorize invitations for outside attendees, not limited to:  local city governments, local county governments, local education institutions, and local businesses.  Authorize employees who are working during the Fair's hours to attend on County time, subject to coordination and approval of their department to assure that services continue to be provided.  Authorize the department to require a registration fee for a booth and additional fees for additional services needed by a vendor.  Authorize Tulare County Information & Communications Technology to expend no more than $5,000, in the event fees received do not cover the cost of the event.

 

Resource Management Agency

16.             Approve a Measure R Program Supplement Agreement with the Tulare County Transportation Authority in the amount of $18,008 for funding of the Bridge Preventive Maintenance Program.

17.             Approve a Measure R Program Supplement Agreement with the Tulare County Transportation Authority in the amount of $46,000 for funding of the construction of the Traffic Signal at Avenue 148 and Road 256.

18.             Approve a Measure R Program Supplement Agreement with the Tulare County Transportation Authority in the amount of $160,000 for funding of the construction of the traffic signals at Avenue 295 and Road 156 and Avenue 296 and Road 156.

19.             Approve a Measure R Program Supplement with the Tulare County Transportation Authority in the amount of $6,666,000 for right of way acquisition and utility relocation for the Betty Drive Interchange Project, retroactive to June 1, 2013. Find that the Board had authority to enter into the proposed agreement as of June 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

20.             Approve the Cooperative Agreement with the State of California in the amount of $6,600,000 for improvements to the Betty Drive Interchange.  Authorize the Assistant Director-Public Works to sign the Funding Summary, Part III, Signature Page.

21.             Approve the Inter-Agency Agreement with Fresno County for inspection services at two Tulare County owned open pit surface mines.

22.             Authorize the filing of a Notice of Partial Non-Renewal for the following Land Conservation Contract as provided in the Williamson Act. The request fulfills conditions resulting from a lot line adjustment.  Approve the execution of amendments to the Land Conservation Contract as a condition of approval for the aforementioned partial non-renewals. PNR 13-017 - Williamson Act Contract No. 2786, Ag Preserve No. 321, located at 1876 West Waddell, Lindsay, CA  93247 (LaWanda J. Wollenman) (1.43 acres from 20.02 acres to be non-renewed as a condition of PLA 13-020) (20.02 acres in two parcels subject to contract amendment).

23.             Authorize submittal of an application to the State of California, Department of Transportation for a State Airport Improvement Program in the amount of $54,504 for the Sequoia Field Airport, Federal Aviation Administration Airport Improvements Plan Project No. 3-06-0266-05 & 06.

24.             Approve and award the contract to the lowest responsive and responsible bidder Granite Construction Company of Fresno, California in the amount of $959,957 for construction of the Apron and Hangar Taxilane project at Sequoia Field Airport.  Authorize the Chairman to sign the contract, subject to review and approval as to form by County Counsel and upon receipt of certificates of insurance, bonds and evidence that the contractor possesses a valid state contractor's license.  Allow funds for contingencies in the amount of $95,996 (10%) of the contract amount to cover unexpected construction conditions.

25.             Approve an agreement with Wadell Engineering Corporation (Wadell) in the amount of $86,203 for Engineering Services for the Sequoia Field Airport, Federal Aviation Administration (FAA) Airport Improvements Plan Project No. #3-06-0266-05 & 06, effective to March 30, 2014.  Authorize the Chairman to execute the agreement, subject to review and approval as to form by County Counsel.

26.             Approve an agreement with the U.S. Department of Transportation, Federal Aviation Administration (FAA) for an FAA Airport Improvement Program Grant in the amount of $1,090,083 to fund the construction of the Sequoia Field Airport Apron, Hanger and Taxi lane Rehabilitation project.  Authorize the Chairman of the Board to sign the agreement, subject to review and approval as to form by County Counsel.

27.             Request from Human Resources and Development to approve the Registration of the Teamsters Union Local No. 948 as an Employee Organization.

28.             Request from Human Resources and Development to renew the Anthem Blue Cross PPO and HMO plan offerings provided by the San Joaquin Valley Insurance Authority with a 5.3% rate increase.  Renew the Kaiser Permanente plans with an increase of 7.3% for the $1,000 deductible plan and an increase of 8% for the $0 deductible plan.  Renew the Delta Dental PPO plan with no increase and the Delta Dental DHMO plan with a 4.98% increase in the dental plan rates.  Renew the Vision Services Plan at a 12.27% increase with the same Tulare County plan options as 2013.

29.             Request from Resource Management Agency to approve the agreement with the California High Speed Rail Authority in the amount of $151,400, effective upon approval by the California Department of General Service and expiring on December 31, 2015, to reimburse the County for costs incurred in performing tasks needed to develop preliminary information on County facilities within the proposed right of way alignment of the high speed rail project.  Authorize the Chairman to sign the agreement upon review and approval as to form by County Counsel.

30.             Presentation given by the Resource Management Agency to inform and seek direction on the Traver Wastewater Treatment facilities and its capacity.  Authorize Resource Management Agency to prepare an update of the Traver Sewer and Wastewater Treatment Study of February, 2005 prepared by Provost & Pritchard Engineering Group, Inc., and increase the Traver Fund (Z80) budget by $18,000 for the study.  Authorize Resource Management Agency to research and develop an appropriate fee schedule for new residential and commercial sewer connections.  Authorize the Tulare County Auditor to make the necessary budget adjustments (4/5ths vote required).
