NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

 

Board of Supervisors

5.                  Ratify Proclamations recognizing September 17-23, 2013 as Constitution Week in Tulare County.

County Administrative Office/General Services

6.                  Approve an amendment to Agreement No. 24827 with Superior Court of California, County of Tulare to allow the County access to Sustain, the Court's Case Management System, retroactive to September 7, 2013 through September 5, 2014.  Find that the Board had authority to enter into the proposed amendment on September 7, 2013, and that it was in the County's best interest to enter into the amendment on that date.

7.                  Approve Micropress System Maintenance Agreement with Stanton Office Machines for a term of 60 months for the period of October 31, 2013 to October 31, 2018 to provide maintenance services. Approve a Lease Purchase Agreement with US Bank effective October 31, 2013 for a term of 60 months for the period of October 31, 2013 to October 31, 2018 to provide a Micropress System.

8.                  Approve the Capital Asset purchase of a server in the amount of $15,000 to update the mail sorter to the new Intelligent Mail Barcode Standard.

Probation

9.                  Approve an amendment to Agreement No. 21657 with the City of Lindsay to extend the term of the agreement for the services of one Probation Officer for the Non-Custody Intake Program, retroactive to July 1, 2013 through June 30, 2014. Find that the Board had authority to enter into the proposed amendment to Agreement as of July 1, 2013, and that it was in the County's best interest to enter into the agreement as of that date.

Resource Management Agency

10.             Approve an agreement with the State of California, Department of Transportation (Program Supplement No. N072 to Administering Agency-State) for Federal-Aid Project No.06-5946R for the construction phase of the intersection of Road 156 & Avenue 295 and Road 156 & Avenue 296 Traffic Signal Project in the amount of $665,000.

 

 

11.             Approve an agreement with the California Department of Public Health (funding agreement No. SRF13P115) for $180,000 to complete a feasibility study in meeting safe drinking water standards for the community of Monson.  Authorize the Chairman of the Board to sign the Funding Agreement, and all related documents required by the California Department of Public Health to fully execute the Agreement, and any amendments from the California Department of Public Health, for the Monson Water System, subject to review and approval as to form by County Counsel.  Designate the Assistant Director-Public Works, a Registered Engineer, to: Be Grant Administrator; Approve claims for reimbursement; Sign the project's Budget and Expenditure Summary; Sign the Certification of Project Completion; and Sign the Final Release Form.  Authorize the Tulare County Auditor to make the necessary budget adjustments establishing a separate budget line that includes project and funding agreement numbers (4/5ths vote required).

12.             Authorize the filing of Notice of Partial Non-Renewal for the following Land Conservation Contract as provided in the Williamson Act. The request fulfills conditions resulting from the creation of the parcel map: PNR 12-012- Williamson Act Contract No. 6634, Ag Preserve No. 2189, located on the east side of Road 48, north of Avenue 392, southwest of Dinuba (James Jost) (2.14 acres (homesite) from 38.40 acres to be non-renewed as a condition of PPM 11-057) (38.40 acres in three parcels subject to contract amendment). Approve the execution of amendment to the Land Conservation Contract as a condition of approval for the aforementioned partial non-renewal.

13.             Approve the designation for one-way STOP control on Avenue 393 at its intersection with Road 34 southeast of the city of Kingsburg.  Authorize the installation of a STOP sign on Avenue 393 at the intersection of Road 34 in accordance with the provisions of Section 2B.06 of the 2012 California Manual on Uniform Traffic Control Devices (CA MUTCD) and Section 22450(c) of the California Vehicle Code.

Sheriff/Coroner

14.             Accept a grant in the amount of $40,372 from the U.S. Dept. of Justice under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program to partially fund two school resource officers, retroactive to October 1, 2012, through September 30, 2016. The item is retroactive because the term of JAG grants is four years, with the start of the term backdated to the beginning of the applicable federal fiscal year. Find that the Board had authority to enter into the proposed agreement as of October 1, 2012, and that it was in the County's best interest to enter into the agreement on that date. Approve the necessary budget adjustments (4/5ths vote required).

15.             Request from Resource Management Agency to approve an amendment to Agreement No. 24817 with Tulare County Association of Governments to extend the term of the agreement to provide transit services to the College of Sequoias students, retroactive to August 1, 2013 through July 31, 2014.  Find that the Board had the authority to enter into the proposed amendment as of August 1, 2013, and that it was in the County's best interest to enter into the amendment on that date.
