NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

Agricultural Commissioner/Sealer

1.                  Approve an agreement with the California Department of Food and Agriculture for providing State subvention in the amount of $187,283 to offset costs of providing exotic pest detection trapping services, retroactive to July 1, 2013 through June 30, 2014.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2013, and that it was in the County's best interest to enter into the Agreement on that date.  Authorize the Chairman to sign Form CCC-307 (Contractor Certification Clauses).

Auditor-Controller/Registrar of Voters/Treasurer-Tax Collector

2.                  Designate October 20, 2013 through October 26, 2013 as National Save for Retirement Week.  Support the goals and ideals of National Save for Retirement Week, including raising public awareness about the importance of adequate retirement savings and the availability of retirement plans.

Board of Supervisors

3.                  Cancel the October 15, 2013 Board of Supervisors meeting.

Health & Human Services Agency

4.                  Approve an agreement with the California Department of Public Health (State Grant Agreement No. 13-20494) and accept the award for funding in the amount of $3,341,703 for the Network for a Healthy California Program, retroactive from October 1, 2013 through September 30, 2016.  Find that the Board had the authority to enter into the proposed agreement as of October 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

5.                  Approve an agreement with Central Valley Recovery Services, Inc. for the Co-Occurring Disorder Program in an amount not to exceed $650,000 to provide substance abuse and mental health treatment to adults with a primary mental health and secondary substance abuse diagnosis, retroactive to July 1, 2013 through June 30, 2014. Find that the Board had the authority to enter into the proposed agreement as of July 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

6.                  Approve an agreement with Tulare County Superintendent of Schools for the provision of mental health services to Tulare County adolescents and children, retroactive to July 1, 2013 through June 30, 2014.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

Information & Communications Technology

7.                  Approve the Capital Asset purchase of components for repairs to the Lewis Hill Tower in an amount not to exceed $9,595.  Approve the Capital Asset purchase of a Service Monitor for Radio in an amount not to exceed $38,000.  Approve the necessary budget adjustments (4/5ths vote required).
