NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board members on any item, that item will be removed from the Consent Agenda if separate action is required.

 

 

 

Board of Supervisors

5.                  Ratify the following Proclamations:  Honoring the dedication of the Pete Giotta Park; and Honoring the Central Valley Vietnam Veterans.

Health & Human Services Agency

6.                  Approve an agreement with the State of California, California Environmental Protection Agency to accept grant funds in the amount of $20,416 for equipment to enhance employee safety at the Visalia Household Hazardous Waste Collection Center from CalRecycle on behalf of the County of Tulare and the City of Visalia.  Designate and authorize the Board Chairman as Signature Authority effective through April 1, 2016 to execute all documents necessary to implement and secure payment under the CalRecycle HD21 grant.

7.                  Approve the Local Primacy Agency Delegation Agreement with the California Department of Public Health, Small Water Systems Unit. Approve an agreement with the State of California, Department of Public Health for grant funding in the amount of $483,000.  Approve the terms and conditions in the body of the Fiscal Services Agreement and designate the Tulare County Auditor as the Fiscal Agent to enter into the Fiscal Agent Agreement with the State in order for the State to disburse the funds.

Resource Management Agency

8.                  Authorize the submittal of a State of California, Department of Public Health, Safe Drinking Water State Revolving Fund, Pre-Planning and Legal Entity Formation Assistance Program grant application in an amount not to exceed $250,000 to develop a form of governance for the North Tulare County Surface Water Treatment Plant Project.

9.                  Authorize the submittal of a State of California, Department of Public Health, Safe Drinking Water State Revolving Fund, Pre-Planning and Legal Entity Formation Assistance Program grant application in an amount not to exceed $250,000 to establish a form of governance for the community of Monson.

10.             Accept the required public improvements for Units 1 and 2 of Subdivision Tract No. 804, located at the northeast corner of Road 72 and Avenue 310, in the community of Goshen as complete and accept the roads into the County Road System.

 

11.             Adopt the Categorical Exemption prepared pursuant to the provisions of the California Environmental Quality Act (CEQA) for the Traffic Signal at Avenue 148 and Road 256 Project.  Approve the Plans, Special Provisions, Proposal and Contract for the construction of the Traffic Signal at Avenue 148 and Road 256 Project.  Authorize the Chairman of the Board of Supervisors to sign the Plans.  Approve the advertisement for bids of the Traffic Signal at Avenue 148 and Road 256 Project.  Set the bid opening date for December 11, 2013 at 2:00 p.m.

12.             Approve the Tulare County Agricultural Value Chain Final Report (October 2013).

13.             Approve a short sale of real property located at 12544 Edward Avenue, Orosi, California.  Approve forgiveness of Loan No. 9438 made by Tulare County in the amount of $26,000.  Authorize the Tulare County Resource Management Agency Director, or designee, to sign any necessary documents in connection with the short sale.

Sheriff/Coroner

14.             Approve the Capital Asset purchase to upgrade the Sheriff's 9-1-1 dispatch system with State funding allocated to the County in the amount of $403,046.  Authorize the necessary budget adjustments (4/5ths vote required).  Authorize the Purchasing Agent to waive the bid process and purchase directly from AT&T for the equipment, installation and service to upgrade the 9-1-1 dispatch system.

15.             Approve an agreement with the City of Porterville to access the County of Tulare's Application Data Systems and the Data Works Plus Mugshot Application System, retroactive to November 1, 2013 through June 30, 2017.

16.             Approve a Personnel Resolution to increase the Sheriff's position allocation listing to add one (1) Sheriff Captain.
