NOTICE TO THE PUBLIC

Background information has been provided to the board on all matters listed under the Consent Agenda, and these items are considered to be routine by the Board.  All items under the Consent Agenda are normally approved by one motion.  If discussion is requested by any Board member or member of the public on any item, that item will be removed from the Consent Agenda for separate action if required.

 

 

 

Agricultural Commissioner/Sealer

5.                  Approve an agreement with the California Department of Food and Agriculture for providing State subvention in the amount of $122,789 to offset costs of providing European Grapevine Moth detection trapping services, retroactive to February 1, 2014 through August 31, 2014.  Find that the Board had authority to enter into the proposed Agreement as of February 1, 2014, and that it was in the County's best interest to enter into the agreement on that date.

6.                  Approve an amendment to Agreement No. 26346 with the California Department of Food and Agriculture for the enforcement of Sudden Oak Death regulations.  The purpose of this amendment is to only change the verbiage in the Scope of Work and Budget with no change in the financial amount of the contract, retroactive to July 1, 2013 through June 30, 2014.  Find that the Board had authority to enter into the proposed amendment as of July 1, 2013, and that it was in the County's best interest to enter into the agreement on that date.

7.                  Approve an amendment to Agreement No. 26064 with the California Department of Food and Agriculture for providing additional State subvention in the amount of $529,372 to offset additional costs of regulating maturity and freeze damage of all oranges, lemons, and mandarins being produced and/or processed in Tulare County, retroactive to July 1, 2013 through June 30, 2014.  Find that the Board had authority to enter into the proposed amendment as of July 1, 2013, and that it was in the County's best interest to enter into the Agreement on that date.  Approve the necessary budget adjustments (4/5ths vote required).

8.                  Ratify a Proclamation recognizing May 2014 as Teen Pregnancy Prevention and Sexual Health Awareness Month.

County Administrative Office

9.                  Approve the Release of Project of Parcel 1 of Parcel Map 5101, recorded February 11, 2014 in Book 52, Page 9 of Parcel Maps, in the unincorporated area, County of Tulare, State of California from Amendment No. 1 to Lease Agreement dated as of October 1, 1998 by and between the Tulare County Public Facilities Corporation and the County of Tulare.  Authorize the Chairman to sign the Release of Project and any necessary documents to execute the Release of Project.  Direct the Clerk of the Board to record the Release of Project with the Tulare County Clerk-Recorder.

10.             Adopt a Resolution proclaiming May 12-16, 2014 as Juror Appreciation Week in Tulare County.

Health & Human Services Agency

11.             Approve an amendment to Agreement No. 26314 with Goodfellow Occupational Therapy to provide additional occupational and/or physical therapy services and extend the term of the agreement effective upon signature through June 30, 2015, and increase the amount of the agreement by $556,000 from $130,000 to a maximum of $686.000.

12.             Approve an agreement with Exeter Unified School District for Tulare County Health & Human Services Agency (HHSA), as the Local Government Agency, to act as the claims processing agent of Medi-Cal Administrative Activities claims on behalf of their school district, retroactive from July 1, 2013 through June 30, 2015.  Find that the Board had authority to enter into the proposed agreement as of July 1, 2013 and that it was in the County's best interest to enter into the agreement on that date.

13.             Adopt a Resolution proclaiming May 2014 as "National Foster Care Month" in Tulare County.

14.             Authorize Tulare County Health & Human Services Agency (HHSA), Environmental Health Division to accept grant funds in the amount of $2,500 for the period May 1, 2014 through September 30, 2014 for the Retail Standards Grant Program from the United States Food and Drug Administration (FDA) and Association of Food & Drug Officials.

Resource Management Agency

15.             Approve Program Supplement Agreement No. N078 in the amount of $40,000 with the California Department of Transportation for preliminary engineering of the Road D129 over Sand Creek Bridge project.

16.             Adopt the Categorical Exemption prepared pursuant to the provisions of the California Environmental Quality Act (CEQA) for the Traver Elementary School Improvement Project.  Authorize the Environmental Assessment Officer, or designee, to sign and file the Notice of Exemption with the County Clerk.  Approve the Plans, Special Provisions, Proposal and Contract Bid Documents for the construction of the Traver Elementary School Improvements Project. Approve the advertisement for bids of the Traver Elementary School Improvements Project.  Set the bid opening date for May 28, 2014 at 2:00 p.m.

18.             Approve a grant application to Board of State and Community Corrections for up to $217,656 in funding under the Residential Substance Abuse Treatment and State Prisoners Program for the period of July 1, 2014 through June 30, 2015.  Agree that no funds from the Residential Substance Abuse Treatment and State Prisoners Program will be used to supplant expenditures controlled by the Board.  Agree to provide all required matching funds for the grant project.  Agree to abide by the statutes and regulations governing the Residential Substance Abuse Treatment and State Prisoners Program as well as the terms and conditions of the grant agreement as set forth by the Board of State and Community Corrections.
