Approve
an agreement with the California Department of Food and Agriculture in the
amount of $12,075.00 for the County Petroleum Product Compliance Program,
effective July 1, 2014 through June 30, 2015.
Auditor-Controller/Registrar of Voters/Treasurer-Tax
Collector
4.
Approve
the purchase of 40 replacement vehicles for the 2014/2015 Fiscal Year. Authorize payment for those vehicles with a
loan from the Workers' Compensation Insurance Fund.
5.
Approve
the Treasurer-Tax Collector's Statement of Investment Policy for Fiscal Year
2013/2014, pursuant to Government Code §53646.
Approve the renewal of authority to the Tulare County Treasurer-Tax
Collector to invest and reinvest the funds of Tulare County and funds of other
depositors in the County Treasury, pursuant to Government Code §27000.1.

Accept
the Treasurer's Investment Pool's Comprehensive Annual Financial Report (CAFR)
for Fiscal Year ended June 30, 2013.

Ratify
Proclamation honoring Memorial Day in Tulare County.
8.
Appoint
Clay Smith, Fire Agency, County - Tulare County Fire Department #22 to the
Emergency Medical Care Committee to serve at the pleasure of the Board.
9.
Appoint
Clay Smith, County Representative - Alternate to the Indian Gaming Local
Community Benefit Committee for a term ending January 1, 2017.
10.
Appoint
Wayne O. Millies, At-Large Member to the Planning Commission for a term ending
December 31, 2015.
County Administrative Office/General Services
11.
Ratify
actions taken by the County Administrative Officer during the month of April
and May 2014 regarding Good Works Funding Agreements.
12.
Approve
signing a message from a broad coalition concerning the details of a balanced
2014 Water Bond.
13.
Approve
an amendment to Agreement No. 21234 with the First 5 Tulare County to extend
the term of the agreement from July 1, 2014 to June 30, 2015 for support
services and increase the annual General Accounting fee from $1,410 to $1,461.
14.
Approve
a Lease Agreement between County of Tulare and John F. George and Donna Taber
George for property located at 26644 S. Mooney Blvd., Ste. C, in the City of
Visalia for a term of three years with three additional one year options
commencing upon approval by the Board.
County Counsel/Risk Management
15.
Approve
the 2014-2016 Joint Powers Agreement for legal services between County Counsel,
Tulare County Office of Education and Tulare County School Districts in the
amount of $629,236.00 for the 2014/2015 school year and the 2015/2016 school
year (which coincides with the Tulare County Fiscal Year).
16.
Authorize
the County to participate in the Software License Agreement with the California
State Association of Counties-Excess Insurance Authority (CSAC-EIA). Sign the Participating Entity Service Agreement
between CSAC-EIA and the County of Tulare.
Fire Department
17.
Approve
a California Prison Industry purchase to upgrade the Fire Department's 9-1-1
dispatch system workstations with State funding allocated to the County in the
amount of $34,749. Authorize the
Purchasing Agent to waive the bid process and purchase directly from the
California Prison Industry for the workstations, installation, and services to
upgrade the 9-1-1 workstations. Authorize
the Fire Chief, or his designee, to sign the 9-1-1 workstation upgrade scope of
work and change order(s) related to the workstation upgrade.
Health & Human Services Agency
18.
Reaffirm
Resolution No. 2014-0090 declaring a Local Emergency due to Drought in Tulare
County adopted February 4, 2014.
19.
Approve
adjustments to the Tulare County Health & Human Services Agency, Health
Department budget for Fiscal Year 2013/2014 in the amount of $9,995,189 for the
TulareCare Program. Approve the necessary budget adjustments (4/5ths vote
required).
20.
Approve
an amendment to Agreement No. 26113 with Corizon Health, Inc., d.b.a. Corizon,
to decrease the per diem amount and approve compensation in an amount not to
exceed $500,000, retroactive to January 1, 2014 for average daily population
overages in year one (1) and increase the base compensation for year two (2) to
$10,510,547 based on revised staffing requirements and estimated inmate and
juvenile population adjustments.
21.
Approve
an agreement with Psynergy Programs, Inc. in an amount not to exceed $1,700,000
for the provision of residential and Medi-Cal specialty mental health services
from July 1, 2014 through June 30, 2015.
22.
Approve
an agreement with EMQ Families First, Inc. in an amount not to exceed $130,000
to provide specialty mental health services and therapeutic behavioral services
from July 1, 2014 through June 30, 2015.
23.
Approve
an agreement with Aspiranet for the provision of a Pre and Post Adoption
Services Program in the amount of $110,000 from July 1, 2014 through June 30,
2015.
24.
Approve
an agreement with Parenting Network, Inc. in the amount of $200,000 for the
delivery of respite care services from July 1, 2014 through June 30, 2015.
25.
Approve
an agreement with Tulare County Superintendent of Schools in an amount not to
exceed a total of $450,000 for therapeutic behavioral services, effective July
1, 2014 through June 30, 2015.
26.
Approve
an agreement with David E. Kilgore, M.D. in an amount not to exceed $216,000
for the provision of psychiatric services from July 1, 2014 through June 30,
2015.
27.
Approve
an agreement with Parenting Network, Inc. in the amount of $113,447 for the
delivery of differential response services to at-risk families from July 1, 2014
through June 30, 2015.
28.
Approve
an agreement with Woodlake Unified School District, in an amount not to exceed
$205,894 for three (3) years, to provide direct skill training to high-risk
parents from July 1, 2014 through June 30, 2017.
29.
Approve
an agreement with Lindsay Unified School District, in an amount not to exceed
$256,343 for three (3) years, to provide direct skill training to high-risk
parents from July 1, 2014 through June 30, 2017.
Human Resources & Development
30.
Reaffirm
the Workplace Violence Policy, with minor updates to the policy. Support countywide training efforts, and June
18 & 19, 2014 Workshops on workplace violence awareness and prevention.

Ratify
and approve the Side Letter of Agreement between the County of Tulare In-Home
Supportive Services Public Authority and the California United Homecare Workers
Union (CUHW) signed by the parties on April 30, 2014. Find that the Tulare County IHSS Public Authority
had authority to enter into the proposed agreement as of April 30, 2014, and
that it was in the County's best interest to enter into the agreement on that
date.

Approve
an agreement with Northpointe in an amount not to exceed $18,533 for providing
user licenses and maintenance support for COMPAS for the period of June 30,
2014 through June 29, 2015.
Resource Management Agency
34.
Approve
an amendment to Agreement No. 26005 with Provost and Pritchard Consulting
Group, Inc. to modify the term of the agreement and work schedule, retroactive
to February 28, 2014 through November 27, 2015, and for Engineering and
Consulting Services for infrastructure improvements to the Seville and Yettem
Water Systems. Find that the Board had authority to enter into the proposed
amendment as of February 28, 2014, and that it was in the County's best
interest to enter into the agreement on that date.
35.
Approve
and award the contract to the lowest responsive and responsible bidder, Witbro
Inc. d.b.a. Seal Rite Paving and Grading of Fresno, California, in the amount
of $142,087.20 for construction of Traver Elementary Sidewalk Improvement
Project. Authorize the Chairman to sign the contract after review and approval
as to form by County Counsel and upon receipt of certificates of insurance,
bonds and evidence that the contractor possesses a valid State Contractors
License. Allow funds for contingencies
in the amount of $14,208.72 (10%) to cover unexpected construction conditions.
36.
Certify
the Mitigated Negative Declaration for the Road 224 Bridge Project (State
Clearinghouse #2014031088) as complete and in compliance with the California
Environmental Quality Act (CEQA) and the State CEQA Guidelines. Find that the
project is accurately described in the Mitigated Negative Declaration. Find
that significant impacts could result from the project, but are mitigated to a
level that is less than significant by project features or deliberate
mitigation measures. Approve and adopt
the Mitigated Negative Declaration.
Approve and adopt the Mitigation Monitoring Plan included in the
Mitigated Negative Declaration.
Authorize the Environmental Assessment Officer, or designee, to sign and
file the Notice of Determination with the County Clerk.
37.
Adopt
the Categorical Exemption prepared pursuant to the provisions of the California
Environmental Quality Act (CEQA) for the Orosi High School Safe Routes to
School Project. Authorize the
Environmental Assessment Officer, or designee, to sign and file the Notice of
Exemption with the County Clerk. Approve
the Plans, Special Provisions, Proposal and Contract ("Bid
Documents") for the construction of the Orosi High School Safe Routes to
School Project, subject to review and approval as to form by County
Counsel. Authorize the Chairman of the
Board of Supervisors to sign the Plans.
Approve the advertisement for bids of the Orosi High School Safe Routes
to School Project.
38.
Authorize
the filing of a Notice of Partial Non-Renewal for the following three Land
Conservation Contracts as provided in the Williamson Act. The request fulfills
a condition resulting from the approval of one lot line adjustment and two
tentative parcel maps. Approve the
execution of an amendment to the Land Conservation Contracts as a condition of
approval for the aforementioned partial non-renewals. PNR 14-001 - Williamson
Act Contract No. 4481, Ag Preserve No. 1372, located on the northwest corner of
the intersection of Road 136 and View Avenue, southeast of Orange Cove (Munn)
(3.73 acre to be non-renewed as a condition of PPM 14-003), 26.32 acres in two
parcels subject to contract amendment. PNR 14-007 - Williamson Act Contract No.
3515, Ag Preserve No. 749, located on the west side of Road 56 approximately
1/4 mile south of Avenue 392, south of Delft Colony (Goossen) (1.0 acre to be
non-renewed as a condition of PPM 10-021), 77.04 acres in two parcels subject
to contract amendment. PNR 14-009 - Williamson Act Contract No. 4499, Ag
Preserve No. 1514, located on the east side of Road 206, approximately 1,300
feet north of Avenue 352 (Cajon), north of Woodlake (132.75 sq. ft. to be
non-renewed as a condition of PLA 14-009) (18.7 acres is subject to contract
amendment).
