5.
Review
and accept the Certified Statement of Vote as submitted by the Registrar of
Voters for those Offices/Measures for which the Board of Supervisors is the
governing body.
Cooperative Extension
6.
Approve
amending the current Community Program Specialist position from 0.5 FTE to 1.0
FTE, effective pay period 15 on June 29, 2014.
Approve the required budget adjustments to be included in the regular
budget process for Fiscal Year 2014/2015.
County Administrative Office/General Services
7.
Approve
an amendment to Agreement No. 24588 with Carpi Clay & Smith to extend the
term of the agreement to June 30, 2016 in the amount of $86,520 annually for
Federal legislative services, and to update the insurance provisions. Authorize the Chairman to sign the amendment
to the agreement, subject to approval as to form by County Counsel.
8.
Approve
an amendment to Agreement No. 24589 with Strategic Local Government Services,
LLC. to extend the term of the agreement to June 30, 2016 in the amount of
$59,000 for Fiscal Year 2014/15 and $63,000 for Fiscal Year 2015/16 for State
legislative services, and to update the insurance provisions. Authorize the Chairman to sign the amendment
to the agreement, subject to approval as to form by County Counsel.
9.
Approve
deleting the County Administrative Office "Budget Book" fee from the
Schedule of Fees.
10.
Accept
a portion of the Irrevocable Offer to dedicate real property along the south
side of Avenue 416 near the Kings River that was offered for dedication by
Irrevocable Offer to Dedicate Real Property recorded in the office of the
Tulare County Recorder on December 30, 1988 in Volume 4786 Page 614 of Official
Records more particularly described and depicted in the attached documents
labeled Exhibit "A" and Exhibit "B". Direct the Clerk of the Board to cause a
certified copy of the resolution accepting the Irrevocable Offer of Dedication
to be recorded in the Office of the Tulare County Recorder.
11.
Authorize
participation in the Southern California Edison Direct Install Program that
will allow County of Tulare to have approved energy-efficient equipment
installed in several County facilities, with no direct cost to the County. Authorize the County Administrative Officer,
or designee, to sign all documents necessary to implement the program.
County Counsel/Risk Management
12.
Authorize
the County to participate in the Software License Agreement with the California
State Association of Counties-Excess Insurance Authority (CSAC-EIA). Authorize the Chairman of the Board to sign
the Participating Entity Service Agreement between CSAC-EIA and the County of
Tulare.
District Attorney
13.
Ratify
and approve an agreement with the State of California, Victim Compensation and
Government Claims Board for the District Attorney's Revolving Fund to pay victim
expenses on an emergency basis. Ratify
the Chairman's signature on the agreement between the County of Tulare and the
State of California, Victim Compensation and Government Claims board for the
period of July 1, 2014 through June 30, 2017.
Ratify the Chairman's signature on form CCC-307 (Contractor
Certification Clauses). Direct the Board
Clerk to prepare a certified copy of the resolution for the District Attorney's
Office.
Health & Human Services Agency
14.
Introduce
and waive the first reading of an Ordinance amending Section 1970 of Article 21
of Chapter 3 of Part I of the Ordinance Code of Tulare County pertaining to the
Consumer Board Member terms of the Tulare County Community Health Center
Board. Set the second hearing for July
8, 2014. Direct the Clerk of the Board
to publish the amended Ordinance before the second hearing, as required by law. Approve the amended Bylaws of the Community
Health Center Board.
15.
Grant
approval for the Environmental Health Services Division to submit a regional
application to CalRecycle on behalf of the County of Tulare and cities of
Dinuba, Exeter, Farmersville, Lindsay, Porterville, Tulare, Visalia, and
Woodlake for Used Oil Payment Program (OPP) Cycle 5. Authorize the Chairman of
the Board to execute the Application Certification. Designate and authorize the
Board Chairman as Signature Authority effective through August 17, 2016 to
execute all documents necessary to implement and secure payment under the OPP.
16.
Approve
an amendment to Agreement No. 26337 with Helios Healthcare, LLC to increase the
maximum contract amount by $19,000 to an amount not to exceed $89,000 for the
provision of acute psychiatric inpatient services for Medi-Cal beneficiaries,
retroactive to July 1, 2013 through June 30, 2014. Find that the Board had authority to enter
into the proposed amendment as of July 1, 2013, and that it was in the County's
best interest to enter into the amendment on that date.
17.
Approve
an agreement with the Kern Community College District for the Allied Health
Education Program, effective July 1, 2014 through June 30, 2017.
18.
Approve
an agreement with Community Services and Employment Training, Inc. in an amount
not to exceed $206,520 to provide direct skill training to high-risk parents from
July 1, 2014 through June 30, 2017.
19.
Approve
an agreement with the Cutler-Orosi Joint Unified School District in an amount
not to exceed $243,964 for three (3) years to provide direct skill training to
high-risk parents from July 1, 2014 through June 30, 2017.
20.
Approve
an agreement with the Cutler-Orosi Joint Unified School District in the amount
of $101,167 for the delivery of Family Transitional Supportive Services
Program, effective July 1, 2014 through June 30, 2015.
Probation
21.
Approve
an amendment to Agreement No. 26288 with WestCare California, Inc. to amend the
term to June 30, 2015 and to increase the maximum amount for payment for
services to $500,000.
22.
Approve
an agreement with the City of Visalia in the amount of $38,201 to provide the
services of one Probation Officer for the Non-Custody Intake Program for the
period of July 1, 2014 through June 30, 2015.
Resource Management Agency
23.
Approve
the Fiscal Year 2014/2015 operating budget for the Seville Water Company. Approve the necessary budget adjustments
(4/5ths vote required).
24.
Approve
a 2014/2015 Transit Agreement with the City of Woodlake in the amount of
$37,132 for the City to provide transit service to County of Tulare residents
from July 1, 2014 through June 30, 2015.
25.
Approve
an agreement with the State of California, acting by and through the Department
of Transportation, for the exchange of Federal Transportation project funds
amounting to $887,784 for non-Federal State Highway Funds for Fiscal Year
2013/2014. Accept the $100,000 from the State as matching funds.
26.
Set
a Public Hearing for July 22, 2014 at 9:30 a.m. in the Board Chambers,
Administration Building, 2800 West Burrel, Visalia, California to place
delinquent sewer and water service fees, delinquent penalties, and Auditor's
collection charges in County Service Areas No. 1 and No. 2 on the 2014/2015 Tax
Roll. Approve the Notice of Public
Hearing.
27.
Set
a Public Hearing for July 22, 2014 at 9:30 a.m. in the Board Chambers,
Administration Building, 2800 West Burrel, Visalia, California to place
delinquent water service fees, delinquent penalties, and Auditor's collection
